Dear Mr. Shaver and Mr. Patterson:
The North Carolina Department of Transportation (NCDOT) is proposing to replace Bridge No.
248 over Six Runs Creek on SR 1904 (Pine Ridge Rd.) in Sampson County. The existing 10 span
- 146 ft. bridge will be replaced with three span - 165 ft. bridge.
A preliminary jurisdictional determination (PJD) was acquired on this project on April 27, 2016
and the project was assigned Action Id No. SAW-2016-00624. An onsite preapplication meeting
was held on April 14, 2021. Impacts associated with the bridge include 0.035 acres of fill and
0.048 acres of mechanized clearing for approach fill and erosion control. There is also 0.006
acres of excavation (beneficial excavation) for tying the excavated causeway to the natural
adjacent wetland elevation. Coffer dams around the interior bents is also proposed which results
in 0.03 acres of temporary surface water impacts. Traffic will use an offsite detour during the
construction of this project. The attached permit drawings provide more details on the proposed
impacts.
Utilities
There are no impacts for utility relocations on this project. Four County EMC is leaning their
power poles to get the clearance needed to construct the bridge, Spectrum is only adjusting their
HH to miss the guardrail and Star is abandoning their lines. There is a water line in the project
footprint but there is no conflict. The attached utility plans provide more details on the proposed
impacts.
Regulatory Approvals
Section 404 Permit: NCDOT is proposing to construct this project under the conditions of
Nationwide 3. Based on the current design and impacts, notification requirements are not
applicable for this project and written approval from the USACE is not required. NCDOT will
abide by all conditions listed in NW 3, and will include a copy of the certifications in the permit
package and/or contract.
Section 401 Permit: The associated 401 General Certification 4132 will also apply to this project.
Notification thresholds or circumstances for these certifications are not applicable to this project
therefore written concurrence from the Division of Water Resources (DWR) is not required.
NCDOT will abide by all conditions listed in GC 4132, and will include a copy of the
certifications in the permit package and/or contract.

There are no proposed ditches on this project. Furthermore, fill slopes have been minimized with rock plating to the east of the structure to avoid fill in the wetlands to the maximum extent practical.
