Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* Site is a farm field for row crops, being located in the ETJ of the Town of Clayton. The general area is changing from rural farming to urban growth. The site is mostly upland (Norfolk soil) with 2 wetlands (Toisnot soil) located on the northern end that protrude into the site from a wooded wetland area to the north. Row crop farming is difficult in these wet areas. There is a small pond located in the southern portion of the site. There is a small wetland at the head of the pond. A Neuse Buffer determination (letter attached) was made for the feature found on the soil map at the head of the pond, the feature was determined not there. The quad sheet showed a small pond on the north side of the tract in the vicinity of the 2 wetlands, this feature was also determined not to be on the tract. 4b. Explain the purpose of the proposed project:* The project is to construct a single family home subdivision with utilities provided. There will be onsite septic for each lot. The streets will be paved and utilities (water and power) will be ran along the street and down the driveways. There are no streams on the property. The tip of the wetlands on the north are impacted to make the building lots more viable. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project area is in a farm field which includes 2 wetlands on the north side and a small pond with wetland on the southeast side. There will be no clearing and grubbing of trees and stumps. The streets consist of a main street with a cul-de-sac. My client requests to impact the tip of the wetland to make the lots more viable. A bull dozer and motor grader will be used to grade the streets. The utilities will be installed in the street and ran down the home site driveways. The septic will be on -site drain fields for each individual house. The streets will be paved and the lawns stabilized with a ground cover. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: In planning, minimization and avoidance was practiced in filling only the top of Wetland B, the fill was also reduced to fill enough wetland to make the 2 lots more viable but also to leave a much wetland as possible. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Silt fence will be placed between the fill and the remaining wetland during construction to protect it from sedimentation. The remaining wetlands and pond will be protected from sedimentation by temporary sediment control and temporary seeding. The project will be inspected by the Town of Clayton for sedimentation and erosion control. an approved sedimentation and erosion control plan will be followed. 2. If "Breeds elsewhere" is indicated, then the bird likely does not breed in your project area. What are the levels of concern for migratory birds? Migratory birds delivered through IPaC fall into the following distinct categories of concern: c,-\ov4 1. "BCC Rangewide" birds are Birds of Conservation Concern (BCC) that are of concern throughout their range anywhere within the USA (including Hawaii, the Pacific Islands, Puerto Rico, and the Virgin Islands); 1111 2.
