The scope of work will involve stripping topsoil & stockpiling along with preparing subgrade, lot grading, storm drainage, utilities, and placement of asphalt. Offsite areas will be protected from sedimentation using temporary construction entrance/exit, temporary sediment fencing with rock wier outlets, rock pipe inlet protection, hardware cloth and gravel inlet protection, lined channels with temporary check dams/straw wattles, and two temporary sediment basins. The limits of construction shall be as shown on plans. Total disturbed area is estimated to be no more than 8 acres. Upon completion all disturbed areas shall be permanently stabilized with asphalt, concrete and grass as per the seeding specifications. /' r-A 1 r-M A I _ The work shall consist of furnishing labor and material, equipment and performing all operations necessary for a complete installation of all work as specified herein and as shown on the drawings. 1. Work shall consist of installation of temporary erosion control measures; stripping topsoil, preparing subgrade, placement of stone, concrete & asphalt; redistribution of topsoil strippings, and permanent seeding. All disturbed areas shall be left in a stabilized condition upon completion of this project. 2. The Contractor is expected to examine the site to familiarize himself with site conditions. The Contractor shall carefully read all the specifications and examine the drawings and details in order to thoroughly familiarize himself with the work to be done. Any work shown on the drawings or included in the specifications, or reasonably implied by either, shall be performed the some as if called for by both. 1. A temporary bench mark shall be established on site. 2. The Contractor shall be thoroughly familiar with the Erosion Control Sequence as stated hereafter and shall follow this sequence to insure that no off site pollution occurs during or after construction. Any deviation from this stated sequence or plans and details shall have prior approval of the Owner's Engineer and Iredell County Erosion Control Office. 3. Top Soil: Strip all top soil from the area to be graded and stockpile on site for redistribution upon completion of grading. 4. If required, soil borings shall be taken in the area of the buildings by a certified soils engineer and the results reported to the Owner's Engineer. This work shall be done if directed by the Owner's Engineer. 5. Fill Dirt shall be placed in the areas indicated on the plan. Fill material shall be free of brush, rubbish, and other material that will be detrimental to construction of a stable fill. All fill shall be compacted to a minimum of 95% Standard Proctor with proper moisture control.Maximum thickness of layers of fill to be compacted shall not exceed 8". No slopes shall be steeper than 2:1. The entire sub -grade after compaction shall be smooth and uniform slope. 6. Subgrade and fill to be verified and tested by Geotechnical Engineer. 7. Cut Material to be excavated is assumed to be earth and other materials that can be removed by power -shovel, bulldozer, motorized pan, or normal excavating equipment; but not requiring the use of explosives or drills. If rock (as defined herein) is encountered within the limits of excavation, the Contract Sum will be adjusted in compliance with provisions for "Changes in the Work" of the "Conditions of the Contract". When rock is encountered, Contractor shall notify the Engineer immediately; and shall not proceed further until instructions are given and measurements made for the purpose of establishing volume of rock and the value of excavating some. Rock is defined hereby as that material which cannot be ripped by a crawler- tractorrated at a minimum of 50,000 lbs. drawbar pull at one mile per hour, pulling a single -tooth ripper. Equipment shall be in good repair, and shall be in proper working condition. Rock is further defined hereby as boulders larger than 1 /2 cubic yard in size. No payment will be made on the basis of unit -price for rock unless minimum -sized equipment or better is utilized as required hereinbefore. Rock work is defined hereby as removal of material by drilling, blasting or wedging. Rock shall be stripped for measurement before excavating, and no rock excavated or loosened before measurement will be allowed or paid for as rock. Measurement and payment, therefore, shall be by number of cubic yards required to bring the excavation to the required surface or grade as required by the Contract Documents. The Owner may adjust the grades should excessive rock be encountered. EROSION CONTROL SPECIFICATIONS Requirements of the Contract Documents apply to all work in this section. GENERAL: Provide the work of this section for erosion and sediment control as indicated and specified as follows: Construction entrance; temporary sediment fencing, rock weir outlets, hardware cloth and gravel inlet protection, rock pipe inlet protection, rip rap outfall protection, channel matting and permanent seeding. CONTRACTOR'S RESPONSIBILITY: The Contractor shall furnish the Owner a system of temporary controls to minimize soil sediment erosion during the construction period caused by storm water runoff. Work shall be performed as called for on the drawings and as site conditions warrant. All erosion control measures shall be constructed in accordance with the NC Erosion and Sediment Control Planning and Design Manual Latest Edition. OWNER'S RESPONSIBILITY: After the acceptance, it is the Owner's responsibility to properly maintain the work. EROSION AND SEDIMENT CONTROL: The Contractor shall provide erosion and sediment control during the period of construction of this project. The Contractor shall protect and maintain the temporary erosion and sediment control structures which provide temporary sediment pollution control, as shown on the drawings. The Contractor shall protect and maintain the temporary facilities as necessary to trap soil erosion and sediment pollution created by storm water runoff. Maintenance of these facilities shall include, but not be limited to, regrading and filling of washed out areas, adding erosion control blankets, adding silt fence, and reseeding and mulching of the swales during the construction period if deemed necessary by the Owner, Owner's Engineer, or the Iredell County Erosion Control Office. EROSION CONTROL SEQUENCE: The following sequence of construction shall be staged as required to provide acceptable erosion and sediment control. 1. Contractor shall arrange a pre -construction meeting with the Owner, the Owner's Engineer, and a representative from the Iredell County Erosion Office prior to any land disturbing activity. An Erosion Control Plan Approval Certificate shall be displayed and a copy of the approved erosion control plan must be available on site at all times during construction. 2. Barricade off construction area. Construct access drive which shall receive a minimum of 6" depth of 2"-3" coarse aggregate in loose measurement at locations shown on the plan. Any sediment accumulation on adjacent public roads or areas not within limits of construction as a result of this project and traffic from this project shall be immediately cleaned off by the Contractor. (Minimum Stabilized Construction Entrance Length = 100' as per detail 6.06.) 3. Install construction entrance, sediment fencing with rock wier outlets as shown on plan sheet EC-1. *No prefabricated silt fence is to be used on this Dro iect.* 4. Strip topsoil and stockpile in areas as shown on the plans. Due to the lack of space, stockpiles may need to be shifted around as necessary. Contractor is responsible for providing adequate measures around stockpile areas at all times. 5. Rough grade site as shown by proposed contours. Stabilize disturbed areas as the sites are brought to grade. The angle for graded slopes and fills shall be no greater than the angle that can be retained by vegitative cover or other adequate erosion control devices or structures. In any event, slopes left exposed will, within 14 calender days of completion of any phase of grading, be planted or otherwise provided with temporary or permanent ground cover, sufficient to restrain erosion. The angle for graded slopes and fills must be demonstrated to be stable. Stable is the condition where the soil remains in its original configuration, with or without mechanical restraints. Additional measures to control and sediment may be required by Iredell County Erosion Control Inspector. 6. The Contractor shall install gravel base on roads and sow groundcover (including fertilizer and mulch) on all exposed earth areas within 14 calendar days following completion of any phase of grading; sow permanent groundcover for all disturbed areas within 14 calendar days following completion of construction or development. Contractor shall inspect seeded areas at 14 days after initial seeding and repair all bare areas. Non -stabilized areas shall be stabilized with erosion control blankets or other acceptable methods as approved by the Engineer. (See Stabilization Timefrome table this sheet). 7. The Contractor shall be responsible for maintaining all sediment and erosion control measures throughout the duration of the construction project. Maintenance shall include, but not be limited to: cleaning silt out of drain structures, adding extra gravel or riprap; regrading swales and washed out areas; repairing, replacing, or adding silt fence, etc., all as required. 8. Contractor shall clean all all impacted existing storm drainage structures, flumes, pipes, culverts, etc. prior to final payment. Contractor to clean affected pavement areas daily. Contractor shall communicate directly with the Owner or the Owner's representative to coordinate the relocation of autmobiles to prevent damage directly or indirectly as a result of these site improvements. 9. At the end of the project construction and after the paving and permanent ground cover is established, the Contractor shall request an inspection from Iredell County Erosion Control Office prior to receiving permission to remove all temporary erosion control structures grading these areas as shown by the proposed contours on Sheet EC-2 and seed all remaining disturbed areas, including any areas of poor quality vegetation. 10. Anchor all lightweight items in waste containers during times of high winds. 7. Empty waste containers as needed to prevent overflow. Clean up immediately if containers overflow. 8. Dispose waste off -site at an approved disposal facility. 9. On business days, clean up and dispose of waste in designated waste containers. PAINT AND OTHER LIQUID WASTE 1. Do not dump paint and other liquid waste into storm drains, streams or wetlands. 2. Containment must be labeled, sized and placed appropriately for the needs of site. 5. Prevent the discharge of soaps, solvents, detergents and other liquid wastes from construction sites. PORTABLE TOILETS 1. Install portable toilets on level ground, at least 50 feet away from storm drains, streams or wetlands unless there is no alternative reasonably available. If 50 foot offset is not attainable, provide relocation of portable toilet behind silt fence or place on a gravel pad and surround with sand bags. 2. Provide staking or anchoring of portable toilets during periods of high winds or in high foot traffic areas. 3. Monitor portable toilets for leaking and properly dispose of any leaked material. [40 CFR 122.41] PART II, SECTION G, ITEM (4) DRAW DOWN OF SEDIMENT BASINS FOR MAINTENANCE OR CLOSE OUT Sediment basins and traps that receive runoff from drainage areas of one acre or more shall use outlet structures that withdraw water from the surface when these devices need to be drawn down for maintenance or close out unless this is infeasible. The circumstances in which it is not feasible to withdraw water from the surface shall be rare (for example, times with extended cold weather). Non -surface withdrawals from sediment basins shall be allowed only when all of the following criteria have been met: Location: (a) The E&SC plan authority has been provided with documentation of the non -surface withdrawal and the specific time periods or conditions in which it will occur.
