Dear Mr. Feldman:
This office has reviewed the subject erosion and sedimentation control plan. We find the plan to
be acceptable with modifications and herby issue this Letter of Approval with Modifications.
Modifications must be received in this office no later than two weeks prior to the project start
date. Failure to submit modified plans can result in a violation and fine under the Iredell County
Land Development Code. The Modifications required for Approval are listed on the attached
page. The Certificate of Approval issued by Iredell County must be posted at the job site. This
plan approval shall expire three (3) years following the date of this approval as is required by
Title 15A NCAC 4B.0129 and Appendix H of the Iredell County Land Development Code.
Title 15A NCAC 4B 0118(a) and Appendix H of the Iredell County Land Development Code
requires that a copy of the approved erosion control plan be on file at the job site. Any
amendments and/or revisions to the approved plan must be reviewed and approved prior to
implementation in order for the site to remain in compliance. Failure to submit plans for approval
may result in administrative actions and/or penalties as indicated in the Iredell County Land
Development Code. Also, this letter gives notice as required by G.S. I I3A-61.1(a) and Appendix
H of the Iredell County Land Development Code, of our right of periodic inspection to insure
compliance with the approved plan.
Iredell County's Sedimentation Pollution Control Program is performance -oriented, requiring
protection of existing natural resources and adjoining properties. If, following the

commencement of this project, it is determined that the erosion and sedimentation control plan is
inadequate to meet the requirements of the Iredell County Land Development Code and the
Sedimentation Pollution Control Act of 1973, (North Carolina General Statute 113A-51 through
66), this office may require revisions to the plan and implementation of the revisions to insure
compliance with the Act and Code.
Acceptance and approval of this plan is conditioned upon your compliance with Federal and
State water quality laws, regulations, and rules. In addition, local city or county ordinances or
rules may also apply to this land -disturbing activity. This approval does not supersede any other
permit or approval. It is the responsibility of the applicant to obtain all other required permits or
approvals.
As of May 1, 2019, all new construction activities are required to complete and submit an
electronic Notice of Intent (NOI) form requesting a Certificate of Coverage (COC) under the
NCGO10000 Construction Stormwater General Permit. This form MUST be submitted prior to
the commencement of any land disturbing activity on the above named project. The NO[ form
may be accessed at deq.nc.gov/NCG0]. Please direct questions about the NOI form to Annette
Lucas at Annette.Iucas@ncdenr.gov or Paul Clark at Paul.clark@ncdenr.gov. After you submit a
complete and correct NOI Form, a COC will be emailed to you within three business days.
Initially, DEMLR will not charge a fee for coverage under the NCGO1 pen -nit. However, on or
after May 1, 2019, a $100 fee will be charged annually. This fee is to be sent to the DEMLR
Stormwater Central Office staff in Raleigh.
Please note that this approval is based in part on the accuracy of the information provided in the
Financial Responsibility Form, which you provided. You are requested to file an amended form
if there is any change in the information included on the form. In addition, it is required that this
office to be notified of the proposed starting date for this project. Failure to notify this office of
the starting date may result in a Notice of Violation and civil penalty. Please notify us when you
plan to have a preconstruction conference.

MODIFICATIONS REQUIRED FOR APPROVAL

Required changes are designated as "RC" under legal authority from NC
General Statutes Chapter 113A Article 4 and the Iredell County Land
Development Code.
Suggested changes are designated as "SC" for improvement of the plan.
1. Provide a statement from the property owners granting permission to Oaksprings, LLC to
perform land disturbing activity on their property in association with this erosion control
plan or provide an updated deed showing Oaksprings, LLC as the property owners prior
to any land disturbance. —RC Developer has purchased property, copy of deed attached.
2. Provide a copy of the Floodplain Development Permit for disturbed areas inside the 100
year floodplain or provide a verification statement that a Floodplain Development Permit
will not be required from the Iredell County Floodplain Manager prior to disturbance in
the 100 year floodplain. —RC See Note on EC1 -EC2 sheets regarding floodplain.
No disturbed areas proposed to be in the Floodplain.
3. Include basin and diversion installation in Phase 1 of the erosion control plan prior to
mass grading for road and stormwater infrastructure development. —RC as and diversion installation shown on
phhase 1 EC-1 sheet.
4. Note basin and diversion installation in the Erosion Control Sequence. —RC Added to sequence as number 4.
5. Add a step to the Erosion Control Sequence to disturb only what is necessary to install
the erosion control measures and contact Iredell County Erosion Control for an initial
inspection once measures are installed prior to mass grading. -RC Added to sequence as number 4.
6. Close gaps in the silt fencing along all northern sides of subdivision road development. —
RC Silt fence added in gaps on Northern end of roadways.
7. Spread out basin baffles evenly throughout the length of skimmer basins. —RC Baffles adjusted in basins.
8. Revise Skimmer Basin 1 dimensions at the spillway elevation to meet the required
surface area of 6,591 R2. —RC Shortage was due to rounding so adjusted basin length to meet required SA.
9. Revise Skimmer Basin 2 dimensions at the spillway elevation to meet the required
surface area of 14,193 ft'-. —RC Shortage was due to rounding so adjusted basin length to meet required SA.
10. Revise Skimmer Basin 1 emergency spillway depth of flow to a minimum of 0.78 feet to
meet the required spillway capacity of 20.28 cfs. —RC Wier coeff. changed from 3.3 to 3.0 to match your requirement.
11. Revise Skimmer Basin 2 emergency spillway depth of flow to a minimum of 1.14 feet to
meet the required spillway capacity of 43.67 cfs. —RC Wier coeff. changed from 3.3 to 3.0 to match your requirement.
