Scott Brown, PE 409 Chicago Drive, Suite 112 Fayetteville, NC 28306 NORTH CAROLINA Environmental Quality January 8, 2021 Subject: Request for Additional Information Stormwater Permit No. SW6201202 Faithwill Farms Subdivision Cumberland County Dear Mr. Brown: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on December 3, 2020. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: Per the provided deed restriction document, each lot is allocated 10,086 sf of BUA and there are 26 lots. This results in a total amount of BUA allocated to the individual lots of 262,236 sf whereas Section IV, 10 of the Application indicates 262,239 sf. Please revise as needed for consistency. 2. The provided stormwater narrative mentions a different project, "Barrington Place Subdivision". Please revise the narrative so that only the project being permitted is mentioned (Section VI, 5). 3. Please provide a drainage area map showing the drainage areas to the 10 different swales and their times of concentration so the provided calculations can be verified (Section VI, 7). This map can be added to the provided swale calculations. 4. Please delineate the wetlands on the plans or provide a note stating that no wetlands exist. Provide documentation of the qualifications and identity of the individual who made this determination (Section VI, 8m). 5. Per the provided USGS topographic map there appears to be a surface water near the back of lots 25 and/or 26. If this surface water is less than 30 feet away from the property line please show the required vegetated buffer (Section VI, 8p). Since the proposed project is being permitted as a low -density project, the proposed infiltration basin is not required in order to meet State post -construction stormwater requirements and is not being reviewed for compliance with the MDCs. All references to the infiltration basin should be modified to specify that the infiltration basin is not required in order to meet State post -construction stormwater requirements or removed from the submission (The infiltration basin should be kept on the plans since it will be built, but references in the Application, calculations, O&M Agreement, etc... should be removed if doing this). The permit, once issued, will mention the infiltration basin, but will state that it is not required in order to meet State requirements and does not need to be held to the MDCs (I can provide the permitting language if you are interested). 7. The provided calculations show ditches 7 & 8 with slopes different than 0.5% (as indicated in the Low Density Supplement). Please revise as needed for consistency. 8. Please show the bottom width of the proposed swales and proposed grass type on the swale detail (Low Density Supplement, Section IV,1). 9. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. a. The requested information should be received by this Office prior to February 7, 2021, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW6201202 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
