The Division issued NPDES permit NC0088366 to Harnett County Public Utilities on December 1, 2006. The South Harnett
Regional WWTP joined the Middle Cape Fear River Basin Association (MCFRBA) through the June 2009 amendment of the
Memorandum of Agreement (MOA) between the association and the Division of Water Quality (DWQ). Instream monitoring
requirements within the facility's individual NPDES permit are waived in exchange for the MCFRBA's monitoring of the watershed
as specified within the amended MOA. Should membership in the association be terminated, DWQ must be notified immediately and
the instream monitoring requirements in the facility's permit will be reinstated.
In accordance with the MOA, the Division is forwarding herewith a modification to the subject permit. Enclosed please find
the modified permit page. This page should be inserted into your permitland the old one discarded. This permit modification is issued
pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North
Carolina and the U.S. Environmental Protection Agency -dated October 15, 2007 (or as subsequently amended).
Please take notice that this permit is not transferable. This permit does not affect the legal requirement to obtain other
permits which may be required by the Division of Water Quality or permits required by the°Division of Land Resources, Coastal Area
Management Act or any other Federal or Local government permit that may be -required.

A. (1) EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
During the period beginning on the effective date of the permit and lasting until expiration, the Permittee is
authorized to discharge treated wastewater from Outfall 001. Such discharges shall be limited and monitored by the
Permittee as specified below:

NOTES:
1. Upstream = at least 50 feet upstream of the discharge. Downstream = at least 500 feet from the discharge. Stream samples shall be
collected three times per week during the months of June, July, August, and September and weekly during the remainder of the year.
2. The monthly average effluent BOD and Total Suspended Solids concentrations shall not exceed 15% of the respective influent value
(85% removal).
3. The daily average dissolved oxygen concentration as measured in the effluent shall not be less than 5.0 mg/L.
4. Monitoring requirement and limit applies only if chlorine is added for disinfection.
5. Chronic Toxicity (Ceriodaphnia) limit at 14 % with testing in January, April, July, and October (see Special Condition A. (2)).
6. The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units.
7. Instream sampling (Upstream and Downstream monitoring) is waived as long as the Permittee retains membership in the Middle
Cape Fear River Basin Association (MCFRBA), which is conducting a coordinated instream monitoring effort. If the Permittee's
membership in the MCFRBA is terminated, the Permittee must immediately notify the Division in writing, and the instream
monitoring requirements specified in this permit shall be reinstated immediately.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

The South Harnett Regional WWTP joined the Middle Cape Fear River Basin Association (MCFRBA) through the June
2009 amendment of the Memorandum of Agreement (MOA) between the association and the Division of Water Quality
(DWQ). With this letter the DWQ confirms the waiving of instream monitoring requirements within the facility's
individual NPDES. permit in exchange for the MCFRBA's monitoring of the watershed as specified within the amended
MOA. Influent and effluent monitoring requirements are not affected by this waiver. Should membership. in the
association be terminated, DWQ must be notified immediately and the instream monitoring requirements in the facility's
permit will be reinstated.
All other terms and conditions in the original permit remain unchanged and in full effect. These modifications are issued
pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between
North Carolina and -the -US Environmental -Protection -Agency.
