Dear Mr. Ward:
We have reviewed our records and a letter dated December 4, 2009 from Construction Grants and Loans
Section (CG&L) gives Harnett County the Authorization to Construct modifications to the existing 5 MGD
South Regional Wastewater Treatment Plant. It is noted in this letter that this authorization results in no
increase in design or permitted capacity and is awarded for the construction only of the specific modifications
as noted .
A letter dated April 21, 2010 from Construction Grants and Loans Section to Harnett County basically
acknowledged a receipt of their request for an Authorization to Operate with the WWTP improvements noted in
the December 4, 2009 letter.
The most recent letter dated August 12, 2010 is a request for Additional Information to Harnett County
concerning the Fort Bragg Sewer System Expansion Permit Nos. WQ0034660 and WQ0031345MOD.
Harnett County has submitted the required information since this letter was received and CG&L are reviewing
the required information. Harnett County has been a leader in regionalization of wastewater treatment
facilities within our region. We as the Division of Water Quality have recommended that facilities regionalize
when possible. The purpose of the NPDES (National Pollutant Discharge Elimination System) Program is to
eliminate dischargers to the Waters of the State to assist with improvement of water quality.
