Subject: Oxidation ditches at the Fort Bragg WWTP Dear Mr. Ward: The Fayetteville Regional Office (PRO) of the Division of Water Quality understands that the Fort Bragg WWTP ceased discharging on December 28, 2012 and is preparing to rescind its NPDES permit. The FRO agrees with Harnett County's idea of using the two oxidation ditches at the WWTP as part of the sewer collection system that sends Fort Bragg's wastewater to the South Harnett WWTP. Water quality could/by protected in several ways with the additional storage areas. These ditches could provide temporary storage of wastewater during periods of high flows, temporary storage for contaminated wastewater that cannot be treated at the WWTP, or storage of wastewater during maintenance of the sewer pump station. Before Harnett County can utilize the oxidation ditches as part of the sewer collection system a written agreement between Fort Bragg and Harnett County should be completed. The agreement should include but not be limited to the following: o Permission to use the Oxidation Ditches for Wastewater Storage by Harnett County • Clearly states who will be responsible for the Operation and Maintenance of these units O Should be .properly secured from public access. At this time, the FRO is not requiring that the oxidation ditches be cleaned of all grit and wastewater solids as long as both oxidation 'ditches are being used as equalization basins. If one or both ditches are ever removed from the operation of the collection system then it will be required that the ditches be cleaned. Also, if it is determined that the debris in the oxidation ditch is having a negative impact on the wastewater collection system, then it will be required that the ditch be cleaned of all wastewater solids and grit debris. We have scheduled startup activities for the pump station to begin December 4, 2012 and December 5, 2012. The pump station will he started up using flow directed to the Fort Bragg WWTP. We hope that once we begin operations transferring flow to the South Regional WWTP, this operation will continue. We will only be directing a portion of the flow to the South Regional WWTP until all parties are satisfied with the operation of the pump station. At that time, all of the flow will be directed to the South Regional WWTP, but the Fort Bragg facility will remain operational and staffed through the month of December 2012. I spoke with Mr. Seth Robertson about the startup. We would prefer to furnish the Engineer's Certification following the startup, but we can prepare a partial certification if you would like for us to do so. • We appreciate your assistance with this project.
