Dear Mr. Brantley,
For the month of January, 2021 we exceeded our monthly flow average of 4 MGD. Due to
excessive amounts starting in November2020 thru February 2021. (22 35 in).
The City of Laurinburg has struggled many years to combat excess wastewater flows in several
sections of our collection system. College Park and Bridge Creek basins have been the worst
locations and has consistently exhibited high flows during wet weather events. The City
recently undertook a comprehensive Asset Inventory and Assessment of its system and
identified Bridge Creek and College Park as the two most problematic basins within our
collection system, Since then the City has undertaken a Sewer System Evaluation Study (SSES) to
further investigate the causes of high flows in these basins. That work has been underway for
several months and our flow monitoring and inspection activities captured the rainfall events.
The Bridge Creek basin is extremely susceptible to wet weather events. Although the
complete report from our consulting engineers is not yet available, we anticipate
specific recommendations forthcoming that will allow us to make some improvements in this
basin and reduce wet weather flows. In the interim we are continuing testing in the most
problematic areas of the basin, including smoke testing in the area of the collection system which
appears to contribute the most flow. At this time we are applying for loans to begin repairs in
these basins.
At this time the City of Laurinburg requests your leniency in assessing any civil penalties as the City is
actively pursuing repairs in this area. Likewise, we anticipate ongoing testing and repair work over

the course of the next few years as the City of Laurinburg works diligently to correct our ongoing
Infiltration and Inflow problems.
