Box 1727 Blowing Rock, NC 28605 Subject: Compliance Evaluation Inspection Blue Ridge Mountain Club, Wastewater Irrigation System Permit No. WQ0029346 Watauga County Dear Mr. Pitts, On April 20, 2021, staff of the North Carolina Division of Water Resources Winston-Salem Regional Office (DWR) performed a compliance inspection of the subject wastewater irrigation system. This compliance inspection was conducted by DWR staff person Patrick Mitchell. The majority of the inspection reflects compliance with the permit. However, the following deficiencies warrant your attention and action: 1. At the time of inspection, two pumps serving the activated sludge system were not functional. It should be noted that additional concerns related to non-compliance may be related to the failure of these two pumps. Please repair or replace these pumps as soon as possible and notify this office when they are returned to operation. 2. The effluent flow meter serving the subject system was not calibrated within the past 12 months as required in Permit Condition III.16. Please have this flow meter calibrated as soon as possible and submit a copy of the resulting calibration records to this office. In addition to the deficiencies noted above, the following items of concern also require your attention and action: a. The daily flows through the wastewater treatment plant that are being reported are as high as 10,000 gallons per day (GPD). This is 71% of the currently permitted limit of 14,000 GPD. As a reminder, once 80% capacity is reached, you will be required to submit plans to the Division for meeting future wastewater treatment and disposal needs. It should be noted that a substantial amount of ongoing new construction was observed in the development. Please provide this office a written response that outlines how you plan to address this issue with timeline as additional flows become tributary to this system. The final treated effluent observed in the chlorine contact tank was found to be turbid at the time of inspection. The exact cause of the turbidity was unknown. However, observations concerning solids management and removal from the treatment system were made which could potentially be contributing (see attached inspection report). Please evaluate solids management and make necessary changes. c. During the inspection, a review of the sewer collection system serving the subject system was conducted. The following items need to be addressed: • The total number of high priority lines was unknown at the time of inspection. As a reminder, 15A NCAC 02T .0403(a)(5) requires that all high -priority sewer lines shall be inspected once every six months and these inspections shall be documented. Please review the sewer collection system and identify all high - priority sewer lines (i.e., aerial lines, lines contacting surface waters, siphons, lines parallel to streambanks, and any others deemed). Please maintain a list of the locations of high -priority lines at the facility. • A map of the sewer collection system was not available at the time of inspection. As a reminder, 15A NCAC 02T .0403(a)(2) requires that a map of the collection system shall be developed and maintained at the facility. Please develop a map of the collection system (if one does not already exist), showing all high -priority lines as described above, and maintain a copy onsite at the facility. • The audible alarm serving Pump Station #27 would not operate when tested during the inspection. Onsite representatives indicted a new test switch was recently installed. Please review this alarm and others to ensure proper operation. • At the time of the inspection, it was unknown if there is a grease control program serving this collection system. As a reminder, 15A NCAC 02T .0403(a)(8) requires that a Grease Control Program shall be in place. This program should at minimum provide bi-annual distribution of grease educational materials to users of the collection system. Educational materials shall be distributed more often if necessary, to prevent grease -related sewer overflows. Please institute a grease control program (if one does not already exist) and maintain documentation of compliance with requirements for a minimum of three years. Our office appreciates your attention to the above listed items. Please take actions necessary to address these items and provide the information and responses requested above to this office. Failure to properly address these items and provide requested information may result in enforcement actions, including issuance of a Notice of Violation. Mr. Dale Holman, ORC accompanied staff on the inspection. The majority of the inspection reflected compliance. However, the deficiencies listed below were noted during the inspection. 1. The two pumps that serve the anaerobic basin for the activated sludge were not functional at the time of the inspection. It was indicated that these pumps were recently replaced. Request the pumps be repaired or replaced as soon as possible. 2. The effluent flow meter serving the system had not been calibrated within the past 12 months. The last calibration was completed February 2020. Request the meter be calibrated as soon as possible. In addition to the deficiencies listed above, the following concerns were also noted during the inspection: • The reported average daily influent flows are ranging from 7,000 to 10,000 GPD. The current permit limit is 14,000 GPD. This is 50% to 71 % of the permitted flow. This is approaching the 80% capacity rate in which the Permittee is required to submit plans for meeting future wastewater treatment and disposal needs. A significant amount of new construction was observed inside the development which will be contributing additional flows. When asked about this during the inspection, the ORC indicated that the facility's project engineer (Mr. Patrick Warren) is including the cost for installation of irrigation zones #5 - #8 in the 2022 budget expand permitted daily design flow. • The final treated effluent in the chlorine contact chamber was found to be turbid at the time of inspection. The cause of the turbid effluent was unknown, and the ORC made no indication as reason. The observations noted below suggests that the turbid effluent may be related to mismanagement of solids in the system. - The two pumps serving the activated sludge system were out of operation (item #1 above). - Sludge was bulking and appeared to have become anaerobic (very dark sludge) in the aeration basin of activated sludge. Likely due to pumps out (item #1 above). - No residuals removal records were available at the time of inspection. The ORC indicated that no residuals have been removed within the last 12 months or more. - The sludge storage basin was found to contain clear water with very little to no sludge present (see photos). It appears that the EQ basin and the anaerobic -aerobic basins are full of solids. Proper wasting of solids needs to be evaluated. FOLLOW-UP REQUIRED - ORC was up top on the above ground package WWTP when staff arrived and there was a water hose present up top. There could have been cleaning of the weirs and the surface of the clarifier just prior to inspection which could have contributed to turbidity. The clarifier was free of visible surface sludge but no sludge judge was present to evaluate sludge depth. The weirs and trough of the clarifier were found to be free of any sludge and no algae. Note- last inspection found some sludge bulking on the surface of the clarifier, none observed this visit. - There appeared to be a thin layer of sludge present in the effluent storage lagoon where the bottom could be observed (see photos). A sludge survey of the lagoon should be required. OTHER NOTES: o When asked if any changes in operations, effluent quality, etc. following removal of the two vertical sand filters, the ORC indicated "no changes noted, effluent continues to fluctuate same as before when filters were in use". o All four drip zones were found to be operational at the time of the inspection. It should be noted that repairs were reportedly completed prior to the inspection and zones #2 and #4 were experiencing high flow warnings prior to the repairs. o The drip irrigation system has not been calibrated yet. Reminded due by 5/31/2022. o The annual soils reports were not available at the time of inspection but were emailed same day following the inspection The 2020 soil sampling results were reviewed subsequently and found to be satisfactory. The 2021 soil sampling has not been conducted yet. CHECK NEXT VISIT. o The floats on the influent pump station located between the bar screen and WWTP were reported as being recently replaced. Review of the collection system serving the subject facility: - The total number of high priority lines was unknown, but there are some. The only one discussed during inspection is located off Golden Rod to Nine Bark. - Pump station #27 was reviewed and found to be compliant, except the audible alarm would not sound via the test button (only the light worked). After review of pump station #64, the ORC indicated that new test buttons were installed inside the control panel boxes on each pump station and he forgot that on #27. Request that pump station #27 be reviewed and repaired if necessary. CHECK NEXT VISIT. - Pump station #64 was also reviewed and found to be compliant. The "new test button" was found to be present and functional to both the audible and visual alarms. There are a total of 10 pump stations serving the subject facility. - The ORC did not have a copy of the collection system map. Request a copy be provided to the ORC to allow adequate review and inspections. - All pump stations have telemetry on them, and the inspection logs are maintained inside the control panel boxes at each pump station. - It was unknown if there is a grease control program which provides educational materials to users of the collection system.
