Skvarla, III Governor Director Secretary January 18, 2013 MEMORANDUM TO: James Bridges, NCDOT Bridge Project Planning Engineer FROM: Mason Herndon, NC Division of Water Quality, Fayetteville Regional Office SUBJECT: Scoping Review of NCDOT's Proposed Bridge Replacement Projects: B- 5303 (Duplin County), In reply to your correspondence received via e -mail on December 21, 2012 in which you requested comments for the above referenced project, the NC Division of Water Quality offers the following comments: Project - Specific Comments B -5303, Bridge No. 45 over Island Creek on SR 1162, Duplin County 1. Island C reek is designated as C;Sw waters within the Cape Fear River Basin. Island Creek is assigned Stream Index Number 18 -74 -27 and is on the 303d listings for Aquatic Life under Category 3a (parameter assessment not rated due to insufficient or inconclusive data). 2. DWQ cannot comment on permit requirements with the limited information provided. Detailed field delineation is required to determine the presence or absence of jurisdictional resources within the project limits. In addition, NCDOT must provide an estimate of impacts to any resources located within the construction limits of the project before we can specifically comment on DWQ permit eligibility. j 3. Whenever possible, the DWQ prefers spanning structures. Spanning structures usually do not require work within the stream or grubbing of the stream banks and do not require stream channel realignment. The horizontal and vertical clearances provided by bridges allow for human and wildlife passage beneath the structure, do not block fish passage and do not block navigation by canoeists and boaters. In most cases, the DWQ prefers the replacement of the existing structure at the same location with road closure. If road closure is not feasible, a temporary detour shall be designed and located to avoid wetland impacts, minimize the need for clearing and to avoid destabilizing stream banks. If the structure will be on a new alignment, the old structure shall be removed and the approach fills removed from the 100 -year floodplain. Approach fills shall be removed and restored to the natural ground elevation. The area shall be stabilized with grass and planted with native tree species.
