Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Reidsville WWTP on April 20,
2021. This inspection was conducted to verify that the facility is operating in compliance with the conditions and
limitations specified in NPDES WW Permit No. NC0024881. A summary of the findings and comments noted
during the inspection are provided in the enclosed copy of the inspection report.
The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Winston-Salem
Regional Office. The following violation(s) were noted during the inspection:

Remedial actions should betaken to correct these problems immediately. To prevent further action, please
provide WSRO with flow meter calibration certifications as soon as they are received. Meters should be calibrated
as soon as possible but in no case no later than mid -May 2021. Also, please keep WSRO abreast of efforts to repair
aeration basin #2 aeration system and effluent pumps.

A compliance evaluation inspection of the Reidsville wastewater treatment plant was conducted on
April 20th, 2021, by Ron Boone, of the Winston-Salem regional office (WSRO). The assistance and
cooperation of Scott Bryan, Operator in Responsible Charge (ORC), Ralph Potter, Backup ORC, and
Larry Coe, laboratory technician, was greatly helpful and appreciated.
The plant and site were well kept and maintained. Aeration basin #2 was in use at the time of the
inspection and there was a large amount of air coming up through the water column at one specific
point in the basin. Plant operators suspect that one of the aeration header pipes is broken. Repair will
require transfer of aeration basin #2 contents to aeration basin #1. There is also concern of the
stagnant water in aeration basin #1 and that it contains a large amount of duckweed and possibly
ammonia. Advised operators to notify us upon commencement of liquid transfer and repairs so we are
aware of potential violations during that time. Other than that the mixed liquor seemed healthy and the
entire basin appeared well mixed and aerated.
Neither the influent nor the effluent flow meters have been calibrated within the last year. Both meters
must be calibrated at least once per year. Please have the meters calibrated as soon as possible and
send proof of calibration to WSRO as soon as it is received. This finding is what resulted in the notice
of violation.
The sludge handling facilities and screw presses appear to be in good condition and operating properly
Mr. Bryan indicated that they are considering installing a lime slurry feed system to aid in sludge
dewatering.
One of the pumps at the effluent pump station appears to have a severe seal leak. This should also be
repaired as soon as possible. Please notify us of the repair status along with submission of the flow
meter calibration certification.
All operation and maintenance, laboratory, and other documentation was readily available, complete,
end current. All documentation is being kept as required by the permit.

Comment: Should have automated DO monitorina system with meters in each basin tied into SCADA
system. Only aeration basin #2 is currently in use. It is suspected that one of the aeration
headers in AB#2 is broken because of a large amount of air coming up at a single point.
ORC unsure when they would be able to make the repair. All contents have to be transferrer
to AB#1 to facilitate the repair and they have concerns about excessive duckweed and
ammonia in stagnant water in AB#1. Advised them to empty it first. Advised them to let us
know when they commence the repair so we know of the potential for violations during the
