IRT (including USACE legal staff) and complies with the 2008 Mitigation Rule and the USACE
template for UMBIs The Appendices to the UMBI include conservation easement
documentation for the two tracts, as well as copies of financial assurance documents required by

USACE Please note that these documents have not been finalized, and no credits will be
released until all of these have been completed
The final Mitigation Plan (attached without Appendices, we have these electronically and I have
not printed them since they are pretty large) has addressed comments from IRT review of draft
Mitigation Plans over the last several years. Tammy Hill completed those reviews as part of the
IRT, and also participated in site visits (see attached comment letter) All of our
comments /concerns were addressed in the Mitigation Plan The proposed sites have been
determined by the IRT to be suitable to provide compensatory mitigation for impacts within
Cape Fear 0303005
Please review to the extent you wish, and if acceptable, please sign the signature page for the
UMBI I will return the signature page to USACE We will then receive a complete signed copy
of the UMBI
