Wastewater Treatment Plant
EPA Project No. C370545-02
Final plans and specifications for the subject project have been
reviewed and found to be satisfactory. Authorization is hereby granted
for the construction of 1.5 MGD Secondary Treatment Facilities to consist
of an influent siphon/lift station system with approximately 1,200 lineal
feet of 16" and 12" combination siphon/force main piping, two 700 GPM
.entrifugal pumps and a grit removal unit, a flow measuring/sampling
system, mechanical screen, aeration basin with 3 oval channels, dual
final clarifiers with return sludge system, one aerated sludge holding
unit, vacuum drying beds, effluent chlorination disinfection facility,
cascade post aeration, nutrient and pH adjustment, storage/feed facility,
an administration building, solids handling building, package influent
lift station with two 75 GPM cutter pumps and approximately 833 lineal
feet of 3" force main, and approximately 650 lineal feet of plant effluent
sewer.
Do not proceed with construction until the Authorization to Award,
EEO, and MBE documentation/certification has been reviewed and you are in
receipt of our approval notification.
This is a Class 3 Wastewater Treatment Plant and the 'operator in
responsible charge must hold a valid Grade 3 certificate.
Tliis Authorization to Construct shall be subject to revocation unless
the proposed facilities are constructed in accordance with the approved
plans, specifications, supporting documents and are in compliance with the
conditions and limitations as specified in NPDES Permit No. NC0026646.

Please be reminded that the State requirements for development and
submittal of a pretreatment program by the Town remains to be accomplished.
You are urged to comply with this requirement as soon as possible.
One (I) set of final approved plans and specifications is to be for-
warded to you, one (1) set to the Environmental Protection Agency (EPA),
and two (2) sets to the Corps of Engineers.
