Project Description Bridge No 35, a timber bridge measuring 36' long by 28' wide, on SR 1002 (Bay
City Road) over an Unnamed Tributary of South Creek, is to be replaced by a proposed pipe and/or
aluminum box culvert Bridge No 35 was originally built in 1968 Per the submitted form, the Area of
Potential Effects (APE) measures approximately 500' from either end of the bridge, and extends 30' out
from the centerline of the road, staying entirely within the existing ROW for SR 1002

The North Carolina Department of Transportation (NCDOT) reviewed the subject project and determined

NCDOT Archaeology & Historic Architecture Groups
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions
A map review and site file search was conducted at the Office of State Archaeology (OSA) on Thursday, December
1, 2011 A comprehensive archaeological survey at this bridge location has never been conducted No
archaeological sites have been recorded within one -half mile of the proposed project Digital copies of HPO's maps
(Aurora Quadrangle) as well as the HPOWEB GIS Service (http //gis ncdcr gov /hpoweb /) were reviewed on Friday,
December 2, 2011 There are no known historic architectural resources located within the project area that may have
intact archaeological deposits within the footprint of the proposed project In addition, topographic maps, historic
maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge
environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to
assess the level of modern, slope, agricultural, hydrological, and other erosive -type disturbances within and
surrounding the archaeological APE
As stated in the Survey Required Form for this project, "A review of USGS maps, Web Soil Survey
(http //websoilsurvey nres usda gov/aM), and Beaufort County GIS reveals a project area (i e APE) composed of
nearly level terrain consisting almost entirely of frequently flooded soils In fact, the entire APE is considered to be
within a flood hazard zone Soils immediately adjacent to the bridge crossing consist of Curntuck muck (Cu) and
Muckalee loam (Me) Although no design for this project has been made available, all proposed project activities
are to take place within the NCDOT's existing 60' ROW for SR 1002 (Bay City Road) However, an archaeological
survey is recommended for this project based on the presence of a small cemetery, located in the Northeast Quadrant
of the proposed project, in order to determine the project's potential for impacting any graves A visual inspection of
the entire corridor should be conducted first, followed then by the recordation and delineation of the nearby
cemetery, archaeological excavations are not anticipated Should the description of this project change or design
plans made available prior to construction, additional consultation regarding archaeology may be required "
A reconnaissance of the project corridor was conducted on Thursday, December 15, 2011 with a member of
NCDOT's Historic Architecture group The immediate area surrounding Bridge No 35 was confirmed as wetlands
The Dublin Grove Free Will Baptist Church Cemetery is located about 250' North of Bridge No 35 along both sides
of SR 1002 (Bay City Road) The western "half' of the cemetery consists of at least 40 burials, whereas the eastern
"half' consists of almost 150 burials, totaling almost 200 burials for the whole cemetery Based on our observations,
the earliest burial within the cemetery dates to 1883, and is located in the western "half" The most recent burial
dates to 2009, is located in the eastern "half' in the far southeast corner of the cemetery, and shows that the church
cemetery is still active and routinely maintained The Free Will Baptist denomination was established in the
settlement of Royal in 1875 After two years of meeting in a school building, the members decided to build a
church Unfortunately, the flood waters and wind associated with Hurricane Irene severely damaged the 133 -year
old church structure in August 2011 The original building had to be demolished for the cost to fix the building far
exceeded the price of a new sanctuary, the pile of rubble seen in the photos is what remains of the original structure
An inspection of the cemetery suggests that it withstood the forces of Hurricane Irene, no signs of damage could be
detected Based on burial and deed dates, the cemetery was established on the west side of the road, next to the
original church structure In February 1918, the Dublin Grove FWB Church acquired a 0 9 -acre parcel across the
road, presumably in order to expand their cemetery In June 2010, the church acquired an additional 16 acres
surrounding the cemetery expansion According to the cemetery limits (taken in the field with a handeheld GPS unit
[Trimble GeoXT]), both sides of the cemetery extend into the NCDOT's existing 60' ROW for SR 1002 Markers
for burials on the east side of the road are about 10' from the existing edge of pavement Markers for burials on the
west side of the road are about 15' from the existing edge of pavement Thus, numerous interments are located
within the existing 60' ROW The Dublin Grove Free Will Baptist Church Cemetery has been recorded with the
Office of State Archaeology as Site 31 BF423 ** Very brief burial listings for this cemetery have been found at
http / /www findagrave com/c ig btn/fg cgi9page= gsr &GScid= 2336109 (9 burials listed) and in the WPA compilation
(1988 180 [based on 1940 data]) for Beaufort County Cemetery Records (17 burials listed) It is quite obvious that
both listings do not reflect the entirety of the cemetery As depicted, the cemetery limits are about 250' North of
Bridge No 35 No proposed activities (including staging areas) are to take place within the vicinity of the cemetery
Since there should be no impact to the cemetery, an evaluation regarding its eligibility for the NRHP was not made
Therefore, no further work is recommended unless design plans change or are made available prior to construction

SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions HPOWeb reviewed on 5
December 2011 and yielded no NR, SS, SL, DE, or LD properties in the project area Beaufort County
current GIS mapping, aerial photography, and tax information (viewed 5 December 2011) suggested the
presence of properties containing pre -1962 resources in the Area of Potential Effects (APE), and a field
survey accordingly was conducted on 15 December 2011 (see attached map and photographs) The APE
extends 600 feet from either end of the existing bridge (N -S) and 100 feet to either side of the existing
SR 1002 (Bay City Road) centerline (E -W) to encompass all proposed construction activities as currently
defined Constructed in 1968, Bridge No 35 is not eligible for the National Register of Historic Places
according to the NCDOT Historic Bridge Survey as it is not historically, architecturally, or technologically
significant Until late November 2011 the Dublin Grove Free Will Baptist Church, built around 1878, stood
approximately 400 feet north of the existing bridge (Beaufort County PIN 14030493, 1875 on attached
survey map) (see https //sites google com /site /dublmgrove /historybooks) The church membership
reluctantly demolished the building, severely damaged by Hurricane Irene in August 2011 (The Pamlico
News, 7 December 2011, page 5A) The circa 1980 fellowship hall remains, as does the surrounding
cemetery located on both sides of SR 1002 (Bay City Road) While the cemetery is not National Register -
eligible, it should be noted that the southern boundary of its western side is about 250 feet north of the
bridge and of the eastern side about 110 feet and many graves are situated very close to the edge of
pavement (Beaufort County PINs 14030493, 15007322, and 15026671, 1875, 5792, and 3655 on attached
survey map) The APE, including the permit area, does not contain properties listed in the National
Register of Historic Places A finding of "no historic properties affected" will satisfy both GS 121 -12(a)
and Section 106 compliance requirements for historic architecture
Should any aspect, including an off -site detour and related improvements, of the project
change, please notify NCDOT Historic Architecture as additional review may be necessary.
