Steve, WRC does not request an in water work moratorium on this project. There is actually a pond
down stream of this crossing, and the AFSA designation doesn’t extend into the project area.

Subject: Moratorium Relief for Pipe Replacement on SR 1122 Broad Neck Road Bertie County
Travis:
Various contributing factors have led NCDOT to seek relief from the last two weeks of the
anadromous fish spawning moratorium for a pipe replacement on SR 1122, Broad Neck Road in
Bertie County on Coniot Creek off the Roanoke River. The site currently conveys flow through (3)
existing 60” x 46’ metal pipes that the bottoms have rusted out. Steel plates have been placed to
support the crossing of vehicular traffic. NCDOT Bridge Maintenance staff indicate that the pipes
could be replaced, in the wet, in one day. A road closure would be required and to avoid too much
disruption and access to a swine farm and existing residences, all efforts would be exhausted to
ensure that the work was not delayed. Three – 60” x 50’ aluminum pipes would be installed. A
period of low flow would be chosen for the work during the last two weeks of June 16-30. Thanks
for your time spent answering this moratorium relief inquiry. If you wish to discuss this further
please do not hesitate to give me a call.
