amended, and other applicable Laws, Rules, and Regulations, permission is hereby granted to the

for the construction and operation of approximately 1,164 linear feet of 8-inch gravity sewer to serve (a
58'emp|nyee commercial building) as part of the International Drive Spec Building project, and the
discharge of 1,350 gallons per day of collected domestic and cmrnmenja| wastewater into the City of
Concord's existing sewerage system' pursuant to the application received February 26, 20I4, and in
conformity with 15AN[A[2T; the Division's Gravity Sewer Minimum Design Criteria adopted February
II' 1996 as applicable; the Division's Minimum Design Criteria for the Fast -Track Permitting of Pump
Stations and Force Mains adopted June 1, 2O0Oasapplicable; and other supporting data subsequently
filed and approved by the Department mfEnvironment and Natural Resources and considered a part of
this permit.
This permit shall be effective from the date of issuance until rescinded and shall be subject to the

The sewage and wastewater collected by this system shall be treated in the Water & Sewer Authority of
[abar/us County (VVSAC[) Rocky River Wastewater Treatment Facility (NC0036269) prior to being
discharged into the receiving stream,
Permitting of this project does not constitute an acceptance of any part of the project that does not
meet I5A N[ACZT; the Division's Gravity Sewer Minimum Design [htcha adopted February 12' 1996as
applicable; and 'the Division's Minimum Design Criteria for the Fast -Track Permitting ofPump Stations
and Force Mains adopted June 1' JUOO as applicable, unless specifically mentioned herein, Division
approval is based on acceptance of the certification provided by a North Carolina -licensed Professional
Engineer in the application, It shall be the Permhtep's responsibility to ensure that the as -constructed
project meets the appropriate design criteria and rules,
Construction and operation is contingent upon compliance with the Standard Conditions and any Special
Conditions identified below.
1. SPECIAL CONDITIONS
l, This permit shall become voidable unless the agreements between ,NpP International Drive VCmnd the City
of Concord and the WSACC for the collection and final treatment of wastew,ater are in fuk force and effect.
2. No flow in excess of the quantity permitted herein, I'250 GP} shall be made tributary to the subject sewer

approved bythe Division o(Environmental Management,
3, Gravity sewers installed greater than ten percent below the minimum required slope per the Division's Gravity
Sewer Minimum Design Criteria shall not be acceptable and shall not be certified until corrected, if there is an
unforeseen obstacle in the field where all viable solutions have been examined, a slope variance can be
requested from the Division with firm supporting documcntahon. This shall be done through a permit
modification with fee. Such variance requests will be evaluated on a case -by -case basis, Resolution of such
request shall beevident prior tocompleting and submitting the construction certification,
11. STANDARD CONDITIONS
I. This permit shall not betransferable, |nthe event there isudesire for the wastewater collection facilities to
change ownership, or there is a name change of the Permittee, a formal permit requiest shall be submitted to
the Division accompanied by documentation from the parties involved, and other supporting materials as may
be appropha1e. The approval of this request shall be considered on its merits and may or may not be
approved.

4, The woc/ewa*ercollection facilities shall be properly maintained and operated atall times. The P,rmittee
shall maintain compliance with an individual system -wide collection system permit for the operation and
maintenance ofthese facilities asrequired byl5Am[A[2T0401 ffan individual permit isnot required, the
following performance criteria shall be met as provided in 15AN[4C2T�0405:
m. The sewer system shall be effectively maintained and operated at all times to prevent discharge to land or
surface waters, and to prevent any contravention of groundwater standards of surface water standards,
b, A map of the sewer system shall be developed and shall be actively maintained.
c An operation and maintenance plan including pump station inspection frequency, preventative
maintenance schedule, spare pans inventory and overflow response has been developed and
d. Pump stations that are not connected to telemetry system shaU be inspected every day (i.c. 305 days
per year). Pump stations that are connected tnatelemetry system shall be inspected at |ea;st once per
week.
e� High -priority sewer lines shall be inspected at least once, per every six months and inspections are
documented,
f� A general observation of the entire sewer system shall be conducted at least once per year,
& Overflows and bypasses shall be reported to the appropriate Division regional office in accordance with
15A N[4[ 2B.0506(o)' and public notice shall be provided as required byNorth Carolina General Statute
9243-215�1[

I. For public owned collection systems, the Grease Control Program shall include at least biannual
distribution of educational materials for both commercial and residential users and the legal means to
require grease interceptors at existing etab|ishmontu. The plan shall also include legal rneans for
inspections of the grease interceptors, enforcement for violators and the legal means to cont,o|
grease entering the system from other public and private saceUitesewer sfstems.
2� For privately owned collection systems, the Grease Control Program shall mdudea\ least hi -annual
distribution of grease education materials to users of the collection system by the permim*e or its
representative.
3. Grease education materials shall be dUsthbuted more often than required in Parts(1) and (2)of: this
Subparagraph if necessary to prevent grease -related sanitary sewer overflows,

a. Any process unit failure, doe to known or unknown reasons, that renders the facility incapable of
adequate wastewater transport, such as mechanical or electrical failures nfpumps, line blockage or
breakage, etc;nr

c, Any SSO and/or spill, regardless Of Volume, that reaches surface water

If the permit isissued toaprivate entity with an Operational Agreement, then acopy of the Articles of
Incorporation, Dec|arations/Cove nant*/Restrictions, and Bylaws that have been appropriately filed with the
applicable County's Register of Deeds office shall be submitted with the certification.
A complete certification is one where the form is fully executed and the supporting documents are provided as
applicable. Supporting documentation shall include the following:
a. One copy of the project construction record drawings (plan & pn/M|e views of sewer lines & force mains),
of the wastewater collection system extension. Final ,wcn,d drawings should be clear on the plans or on
digital media (CD o/DVDdisk) and are defined asthe design drawings that are marked vpmrannotated

regulations, or ordinances that may be imposed by other government agencies (|oca|, state and federal) which
have jurisdiction, including but not limited to applicable river buffer 'm|*s in I5AN[AC 2B .0200, erosion and

This letter is to confirm that on March 28, 2013, our office received the International Drive
Spec Building Private Sewer engineering plans and specifications, a digital copy of the engineering
plans, and private wastewater collection system application, as prepared and sealed by 'Jeffery C.
Orsboin, NCPE, with Orsborn Engineering Group, PA, for the private wastewater collection
system extension consisting of approximately 1,164 linear feet of 8-inch sanitary sewer with 4
manholes and other appurtenances to serve a 27,090 sq, It building, commercial site, located
off of Poplar Tent Road and International Drive, with a corrunereial wastewater discharge of
1,250 GPD,
The City of Concord's public wastewater collection system has the capacity to
accommodate the estimated total average wastewater discharge of 1,250 GPD based on the
information indicated on the NCDENR. Fast Track application for the project, The City of
Concord, however, will not guarantee the acceptance of any additional requests, revisions,
deficiencies, or expansions that were not included in the consulting engineer's submitted
engineering plans, specifications, reports, and/or calculations associated with this private system.

Construction of the private wastewater collection system project shall be in accordance

part of the project that does not meet North Carolina Administrative Code Title 15A 02T.0300,
as applicable, Failure to comply may result in penalties in accordance with North Carolina.
General Statute §143-215.6A through §143-215.6C, construction of additional or replacement
facilities, and/or referral of the North Carolina -licensed Professional Engineer to the licensing
board.
Please be aware that the City will not assume any responsibility for the operation and
maintenance of the subject private wastewater collection system that is located on the property
beyond the public utility easement/rights-of-way,
MPP International Drive, LTC, will be responsible for complying with the regulatory
requirements in accordance with North Carolina Administrative Code Title 15A 02T,0300, the
maintenance and operation of the private wastewater collection system, and obtaining the
required permit approvals associated with the private wastewater collection system, Please

This is an approval of flow acceptance that was received by the Water and Sewer Authority of Cabarrus County
(WSACC) far the City of Concord on July 10, 2013, WSACC has or will have capacity at the Rocky River
Regional Wastewater 'Treatment Plant and appropriate sewer interceptors to transport and treat the domestic
wastewater from the proposed project entitled International Drive Spec Building Private Sewer located along
International Drive NW at the intersection with Poplar Tent Road. The referenced project includes a 277,090
square foot building with 50 employees, and has a projected wastewater flow of 1,250 gpd.
The wastewater generated by this project will be conveyed through the City of Concord's proposed 8-inch gravity
system, the existing 8-inch and 24-inch gravity system, and then enter WSACC's system at the existing 48-inch
Irish Buffalo Creek Interceptor line located east of the proposed building site. WSACC agrees to accept
wastewater from the proposed building site based on information provided by Orsbome Engineering Group, P.A.
(Civil Engineer for the project). using North Carolina Department of Environment and Natural Resources
(NCDENR) wastewater flow guidelines. The projected flow is 1,250 gpd; however WSACC expects the actual
wastewater flow to more closely approximate 1,000 gpd based upon Master Plan engineering data,
The WSACC Capital Improvement Program (CIP) has been on pay as you go since Fiscal Year 2005 — 2006 and
has funded Capital Projects entirely from Capital Reserves, and expects to continue this policy into the future,
Projects on the CIP are subject to approval by WSACC's Board of Directors, support from local governing
bodies, regulatory approval, and funding availability. At this time there are no scheduled upgrades to WSACC
facilities in the current six year CIP that are located downstream of this proposed project, It should be noted that
the list and schedule of CIP projects are tentative and are revised periodically to reflect changing conditions and
needs,
If construction of this project is not started within two (2) years of the date of this approval, the approval is
rescinded and a second request and approval, will be required. Please notify WSACC, in writing, when
construction of this project is initiated.
