This permit shall be effective from the date of issuance until rescinded and shall be subject to the specified conditions and limitations contained therein. The sewage and wastewater collected by this system shall be treated in the Rocky River Regional Wastewater Treatment Plant (NPQE5 Permit No. NCQ036369) prior to being discharged into the receiving stream. Permitting of this project does not constitute an acceptance of any part of the project that does not meet 15A N[4[ Jl[ the Division of Water Quality's (Division) Gravity Sewer Minimum Design Criteria adopted February 12, 1996 as applicable; and the Division's Minimum Design Criteria for the Fast -Track Permitting ofPump Stations and Force Mains adopted June l, ZOOOas applicable, unless specifically mentioned herein. Division approval is based on acceptance of the certification provided by a North Carolina -licensed Professional Engineer in the application. STANDARD CONDITIONS I. This permit shall not betransferable. |nthe event there isvdesire for the wastewater collection facilities to change ownership, or there is a name change of the Permittee, a formal permit request shall be submitted to the Division accompanied by documentation from the parties involved, and other supporting materials as may be appropriate, The approval of this request shall be considered on its merits and may or may not be JL This permit shall become voidable unless the wastewater collection facilities are constructed in accordance with the conditions of this permit- 15A N[A[ 2T; the Division of Water Quality's (Division) Gravity Sewer Minimum Design Criteria adopted February 12, 1996 as applicable; the Division's Minimum Design Criteria for the Fast -Track Permitting o[Pump Stations and Force Mains adopted June I' 2000 as applicable; and other supporting materials unless specifically mentioned herein, 3. This permit dhvU be effective only with respect to the nature and volume of vvxues described in the application and other supporting data. 4� The wastewater collection facilities shall be properly maintained and operated at all times. ThePonmktee shall maintain compliance with an individual system -wide collection system permit for the operation and maintenance ofthese facilities as required by ISA N[4[ 2T .0401 If an individual permit is not required' the following performance criteria shall hemet asprovided in 15A NCAC2T.04O3: a, The sewer system shall beeffectively maintained and operated ^' all times toprevent discharge to land or surface waters, and to prevent any contravention of groundwater standards or surface water standards, b. A map of the sewer system shall be developed and shaH be actively maintained. c An operation and maintenance p�ao including pump station inspection frequency, preventative maintenance schedule, spare parts inventory and overflow response has been developed and implemented. d. Pump stations that are not connected to a telemetry system shall be inspected every day (i.e. 366 days ` per year), Pump stations that are connected to a telemetry system shall be inspected at least once per e. High -priority sewer lines shall be inspected at least mnop per every six -months and inspections are documented. f� A genera; observation of the entire sewer system shall be conducted at least once per year, g. Overflows and bypasses shall be reported tothe appropriate Division regional office in accordance with 15A NCAC2R .0506(a), and public notice shall be provided as required by North Carolina General Statute §143'215.1C, h. A Grease Control Program is in place as follows I. For public owned collection systems, the Grease Control Program shall include at least biannual distribution of educational materials for both commercial and residential users and the legal means to require grease interceptors atexisting establishments. The plan shall also include legal means for inspections of the grease interceptors, enforcement for violators and the legal means to cnntrO grease entering the system from other public and private satellite sewer systems- 2. For privately owned collection systems, the Grease CorMnn| Program shall include at |eastbiannua| distribution of grease education materials to users of the collection system by the pernn^ttee or its representative. 3. Noncompliance Notification: ThePermnittee shall report by telephone to u water quality staff member atthe Mooresville Regional Office, telephone number 704-563'1699' as soon as possible, but in no case more than 24 hours or on the next working day, fokowing the occurrence or first knowledge of the occurrence of either of the following: zi� Any process unit failure, due to known or unknown reasons, that renders the facility incapable of adequate wastewater transport, such as mechanical or electrical failures of pumps, line blockage or breakage, etc;or b. Any 58Oand/or spill over 1,0O0gallons; or c. Any wastewater flow made tributary to the wastewater collection system extension prior to completion of this Engineer's Certification shall be considered a violation of the permit and shall subject the Permittee to appropriate enforcement actions. If the permit is issued to a private entity with an Operational Agreement, then a copy of the Articles of Incorporation, Decla rat ions/Cove na nts/ Restrictions, and Bylaws that have been appropriately filed with the applicable County's Register of Deeds office shall be submitted with the certification. WSACC has or will have capacity at the Rocky River Regional Wastewater Treatment Plant and appropriate sewer interceptors to transport and treat the domestic wastewater from the proposed project entitled NCDOT I-3803B Widening (Parcel 64) located along Davidson Highway (NC Highway 73) just west of the intersection with Trinity Church Road. The referenced project will serve an existing building complex with approximately 45 employees, which equates to a projected wastewater flow of 1,125 gpd. The wastewater generated by this project will be conveyed through the City of Kannapolis' proposed and existing gravity system, and then enter WSACC's system at the existing 15-inch Afton Run Interceptor Located south of the proposed project. WSACC agrees to accept wastewater from the existing commercial development based on information provided by Hinde Engineering (Civil Engineer for the project) using North Carolina Department of Environment and Natural Resources (NCDENR) wastewater flow guidelines. The projected flow is 1,125 gpd; however WSACC expects the actual wastewater flow to more closely approximate 900 gpd based upon Master Plan engineering data. The WSACC Capital Improvement Program (CIP) has been on pay as you go since Fiscal Year 2005 2006 and has funded Capital Projects entirely from Capital Reserves, and expects to continue this policy into the future. Projects on the CIP are subject to approval by WSACC's Board of Directors, support from local governing bodies, regulatory approval, and funding availability. At this time there are no scheduled upgrades to WSACC facilities in the current six year CIP that are located downstream of this proposed project.
