The (WSACC) must utilize whatever tracking tools necessary for planning additions of sewer flow in order to maintain compliance with the WWTP permitted limits and the WQCS00009 permit requirements. Assessing subsequent impacts to the downstream collection system and treatment facility is the complete responsibility of the City of Kannapolis. MANAGEMENT COMMISSION DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES RALEIGH WASTEWATER COLLECTION SYSTEM EXTENSION PERMIT This permit shall be effective from the date of issuance until rescinded and shall be subjectto the following specified conditions and limitations; This permit shall become voidable unless the wastewater collection facilities are constructed in accordance with the conditions of this permit; 15A NCAC 2T; the Division of Water Quality's (Division) Gravity Sewer Minimum Design Criteria adopted February 12, 1996, as applicable; the Division's Minimum Design Criteria for the Fast -Track Permitting of Pump Stations and Force Mains adopted June 1, 2000, as applicable; and other supporting materials unless specifically mentioned herein. 2. This permit shall be effective oniy with respect to the nature and volume of wastes described in the application and other supporting data. 3. The wastewater collection facilities shall be properly maintained and operated at all times. The Permittee shall maintain compliance with an individual system -wide collection system permit for the operation and maintenance of these facilities as required by 15A NCAC 2T .0403. If an individual permit is not required, the following performance criteria shall be met as provided in 15A NCAC 2T ,0403; a. The sewer system shall be effectively maintained and operated at all times to prevent discharge to land or surface waters, and any contravention of the groundwater standards in 15A NCAC 2L .0200 or the surface water standards in 15A NCAC 2B ,0200. b,. A map of the sewer system shall be developed and shall be actively minintained. c An operation and maintenance plan shall be developed and implemented_ d. Pump stations that are not connected to a telemetry' system shall be inspected every day (i.e. 365 days per vear)„ Pump stations that are connected to a telemetry system shall be inspected at least once per week, e, High -priority sewer lines shall be inspected at least once per every six-month period of time. f. A general observation of the entire sewer system shall be conducted at least once per year. g. Inspection and maintenance records shall be maintained for a period of at least three years, IT Overflows and bypasses shall be reported to the appropriate Division regional office in accordance with 15.A NCAC 2B .0506(a), and public notice shall be provided as required by North Carolina General Statute §143-215.1C, 4, This permit shall not be transferable. Failure to abide by the conditions and limitations contained in this permit; 15A NCAC 2T; the Division's Gravity Sewer Design Criteria adopted February 12 1996 as applicable; the Division's Minimum Design Criteria for the Fast -Track Permitting of Pump Station and Force Mains adopted June 1, 2000 as applicable; and other supporting materials may subject the Permittee to an enforcement action by the Division, in accordance with North Carolina. The Water and Sewer Authority of Cabarrus County (WSACC) has or currently expects to be able to make available capacity at the Rocky River Regional Wastewater Treatment Plant and appropriate sewer interceptors to transport and treat the wastewater from the Afton Ridge Phase III project located along Burns Court just west of the intersection with Glen Allan Boulevard in .Kannapolis. The wastewater generated by this project will be conveyed through the City of Kannapolis' proposed and existing gravity system, and then enter WSA(:C's system at the existing 27-incfi Coddle Creek ;Interceptor located iust west oft-85. WSACC.: agrees to accept wastewater fromthe proposed industrial building complex, which will include 1,341,200 square feet of space at build out, This is based on the information provided by Geoscience Group, Inc, (Engineer for the Project) using North Carolina Department of Environment and Natural Resources (NCDENR) wastewater flow guidelines, The projected flow is 1'7,600 gpd; however, WSACC expects the actual wastewater flows to more closely approximate 14,080 gpd based upon IN/taster Plan engineering data. By requesting flow acceptance, the City of Kannapolis acknowledges that WSACC may need to upgrade, expand, or construct new facilities to accommodate the increased flow volume granted by this and previous flow acceptance. Appropriate design and construction will be initiated when actual flows dictate but may be subject to situations that WSACC does not expect or control. Based upon flow of 17,600 gpd and cost of $8.1,26/gpd to provide treatment and transportation capacity, this flow acceptance represents an estimated capital expenditure in excess of 8143,018.
