In accordance with your application dated October 6, 1995, we are forwarding here,>�, � -1
the subject State-NPDES permit. This permit is issued pursuant to the requirements of h�crrt
Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina
and the U. S. Environmental Protection Agency dated December 6, 1983.
In addition to the limits and requirements contained in this permit, the following items
need to be addressed or the facility may be considered non-compliant with Division regulations:
1 . Access to the effluent and lagoon weirs must be improved to allow safe and easy
access to them;
2. The access road to the treatment facility should be graded and graveled to repair the
pot holes, washed-out areas, low shoulders, and other similar problems;
3. Electrical power should be supplied to the wastewater treatment system. When power
is suppiled, lights and an effluent flow metering device should be added.
4. The work in-progress to clear trees dnd shrubs which pose a threat to the treatment
facility's compliance should be expedited and completed; and.
5. The pumping station located on the Deep }liver needs to he upi7raded nr replaced in
the future.
If any parts, measurement frequencies or sampling requirements contained in this permit
are unacceptable to you, you have the right to an adjudicatory hearing upon written request within
thirty (30) days following receipt of this letter. This request must be in the form of a written
petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the
Office of Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina 27611-
7447. Unless such demand is made,this decision shall be final and binding.
Please take notice that this permit is not transferable. Part 11, EA. addresses the
requirements to be followed in case of change in ownership or control of this discharge.

i . Continue to operate the existing wastewater treatment facility consisting of a bar screen, influent
wet well, two manually alternated influent pumps, concrete-lined stabilization lagoon, secondary
clarifier and tablet chlorinator located at Franklinville Waste Treatment Company WWTP, End
of Cox Avenue, south of Franklinville , Randolph County (See Part III of this Permit), and
2. Discharge from said treatment works at the location specified on the attached map into the Deep
River which is classified Class C waters in the Cape Fear River Basin.

PART IV - EVALUATION AND RECOMMENDATIONS
The Franklinville WWTP was originally used by Randolph Mills
as an industrial (dyewaste) WWTP. Randolph Mills has since gone
out of business and most of the buildings have been torn down.
Although the capacity of the industrial system was rated at 0 . 6
MGD, the Town of Franklinville is only permitted for 0 . 03 MGD.
All flow from the Town reaches the WWTP through a single
pumping station located behind the old mill and adjacent to the

river. The pumping station has two (2) pumps (operated manually)
and a counter to measure the number of times the wet well is
pumped down (5, 000 gallons per cycle) . The WWTP consists of a
stabilization lagoon and a secondary clarifier. No power is
currently available to the site .
On May 12, 1995 , NPDES Permit No. NC0007820 was transferred
to the Town of Franklinville from Mr. John Clark . In conjunction
with the ownership change, several points need to be addressed:
(1) Access to the effluent and lagoon weir are in a
terrible state of disrepair. Improvements must be
made to allow safe and easy access to these two (2)
points for both the ORC and inspectors . The ORC has
several excellent ideas to make these improvements .
(2 ) The access road to the WWTP is also in need of repairs .
The road should be graded and gravel added t.o repair
the pot holes, washed-out areas, low shoulders, and
other similar problems .
(3) Power should be supplied to the WWTP. Also, when
power is supplied, lights and an effluent flow metering
device should be added .
(4) There has recently been some work begun on clearing
trees/shrubs . This work should be completed to remove
any trees/shrubs the ORC feels could pose a threat :.o
the WWTP' s compliance .
(5) As a future project, the pumping station located on the
Deep River needs to be upgraded, if not totally
replaced.
With numbers (1) through (4 ) of the above noted improvements
a top priority, WSRO recommends reissuance of this Permit is
accordance with current Division guidelines .
