Accordingly we are forwarding the attached modified permit page. Please remove the existing"Effluent Limitations and Monitoring Requirements'.' page and replace it with the one attached to this letter. The modification extends the compliance schedule for continuous flow monitoring for one year, making the continuous flow monitoring requirement effective on June 1, 2014. This modification is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be required. EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS - FINAL During the period beginning on the effective date of the permit and lasting until expiration, the Permittee is authorized to discharge from outfall 001. Requirement for continuous flow monitoring will become effective June 1, 2014. Until that date, flow monitoring shall be conducted on a weekly basis. 2. The Division shall consider all effluent TRC values reported below 50 µg/L to be in compliance with the permit. However, the Permittee shall continue to record and submit all values reported by a North Carolina certi:f led laboratory (including field certified), even if these values fall below 50 µg/L. 3. Monitoring should be performed in conjunction with toxicity testing. 4. Ceriodaphnia dubia 7 day pass/fail test @ 13% concentration. See Condition A. (2.) for toxicity testing requirements. Toxicity testing should be performed during the months of January, April, July and October, and sampling should coincide with sampling for parameters covered by footnote 3. All samples must be collected from a typical discharge event. There shall be no discharge of floating solids or visible foam in other than trace amounts. Oro ' MARZIANO & MCGOUGAN, P.A. consul t i n g engineers February 11, 2013 Mr. Bob Sledge NCDENR- Division of Water Quality Compliance& Expedited Permits Unit 1617 Mail Service Center Raleigh,NC 27699 RE: Harnett County Water Treatment Plant NPDES Discharge Continuous Flow Monitoring MM Project No. 30006/300 Dear Mr. Sledge: Nlarziano & McGougan, P.A. has been preparing detailed plans and specifications for the upgraded water treatment plant. A part of the construction modifications included the addition of a backwash holding lagoon with decant equipment and the installation of a flow monitoring station for all of the decant water associated with the NPDES Discharge Permit. The construction of these two items is scheduled to take place at the same time during the upgrade of the water treatment plant. Plans and specifications are being completed for submittal to NCDENR for review on the water treatment plant that will include the flow monitoring station. it is anticipated that construction will begin on the project during the summer of 2013. One of the first items scheduled for completion on the project will be the backwash tank and the installation of the flow monitoring station. Once the excavation is completed for the backwash and holding tank,the installation of the meter can he completed and should be functional by the fall of 2013. We appreciate your assistance and cooperation with the project. As a part of this update,we arc requesting an extension to the time frame for the Flow monitoring requirement for Harnett County WTI'on their NPDES flow monitoring requirement. if you have any questions or if we can provide additional information, please contact this office.
