Klimek, P.E., Director Division of Water Quality December 12, 2003 Mr. David Martin Dynapar Corporation 2100 West Broad Street Elizabethtown, North Carolina 28337 Subject: NPDES Permit Modification Permit Number NC0001 121 Danaher Industrial Controls Formerly(Veeder-Root Company Inc.) $laden County Dear Mr. Martin: The Division has reviewed your request received October 6.2003 for a permit modification reflecting a name change at the subject facility_ In addition,the Division has reviewed your September 17,2003 request that the current discharge limit for non-contact cooling water at Outfall 002 be revised from 152,000 GPD to 250,000 GPD. A close inspection of your file has revealed that flow limits for non-contact cooling water at Outfall 002 and for process wastewater at Outfall 00tare not stipulated. The design capacity of your treatment facility(0.17 MGD) will obviously limit the flow at outfall 001; however, the permit does not. In 1993,at your request, Outfalls 001 and 002 were combined to a newly designated Outfall, 004, and limits were converted to mass limits rather than concentration limits to avoid bias from dilution. This conversion made flow limits unnecessary, therefore they were-' • removed from the `Effluent and Monitoring Requirements' pages of your permit. Unfortunately, although the limits were removed from the effluent pages, verbiage on the 'Supplement to Permit Cover Sheet' describing the operation and its components was not updated to reflect the change. This change has now been made. In accordance with your permit modification request and our review, the Division is forwarding herewith a modification to the subject permit. Enclosed please find the modified permit page. This page should be inserted into your permit and the old one discarded.This permit modification is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S_ Environmental Protection Agency dated May 9. 1994(or as subsequently amended). Please take notice that this permit is not transferable. This permit does not affect the legal requirement to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources,Coastal Area Management Act or any other Federal or Local government permit that may be required. Danaher Corporation is transferring part of the production of Thomson Linear Motion Systems (Danaher Motion) from Port Washington, New York to Danaher Industrial Controls at Elizabethtown, North Carolina. Twenty injection molding machines and support equipment has started arriving at the Elizabethtown facility and are being installed. The twenty transferred molding machines are water cooled with once through city water like the existing molding machines discharging to Outfall 002. Danaher Industrial Controls projects the molding machines will operate three shifts a day for six days a week. The twenty transferred molding machines have equal or larger capacities than the existing molding machines. The estimated discharge for the existing and transferred molding machines is 250,000 gallons per day. Outfall 002 is presently permitted at 152,000 gallons per day.
