Division personnel have reviewed and approved your application for renewal of the subject
permit. Accordingly, we are forwarding the attached NPDES discharge perinit. This permit is
issued pursuant-to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum of Agreement between North Carolina and .the U.S. Environmental Protection
Agency dated May 9, 1994 (or as subsequently amended).
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within
thirty (30) days following receipt of this letter. This request must be in the form of a written
petition, conforming to Chapter 150B of the North.Carolina General Statutes, and filed with the.
Office of Administrative Hearings (6714 Mail Service.Center, Raleigh, North Carolina 27699-
6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division
may require modification or revocation and reissuance of the permit. This permit does not affect
the legal requirements to obtain other permits which may be required by the Division of Water
Quality or permits required by the Division of Land Resources, the Coastal Area Management
Act or any other Federal or Local governmental permit that may be required.

1. The discharge shall not cause the turbidity of the receiving water to- exceed 50 NTiJ. if the
turbidity exceeds these levels due to natural background conditions, the discharge level cannot
cause any increase in the turbidity in the receiving water.

in NC). Both lakes serves as the main water supply for various cities and
towns.

PART IV - EVALUATION AND RECOMMENDATIONS
On January 25, Mitch Hayes of the Division of Water Office conducted a site visit at the
Roxboro Water Treatment Plant. The wastewater treatment system consists of one holding
lagoon which is used as a holding pond for alum sludge, one drying bed, one concrete
filtration tank with discharge pipe. There are also one holding pond and one drying bed
that are not in use. There were no indications of any overflows from the holding ponds. All
banks were solid with no signs of animal holes or erosion. The valve controlling the
effluent discharge is kept slightly opened. Effluent consists of filter backwash water that is
chlorinated before being discharged into a UT to Marlowe Creek. The effluent was clear
and had no noticeable negative impact upon the stream. The Water Treatment is currently
meeting all permit requirements. The pH requirement for the discharge to be between pH
6 and pH 9 was left off the last issued permit and should be reinstated. The Raleigh
Regional Office recommends that the permit NCO003042 be renewed in accordance with
the Roanoke River Basin Wide Plan.

The City Roxboro is requesting renewal for permit number 0003042. This
NPDES permit is to discharge filter backwash water from the Roxboro Water Treatment
Plant located in Person County off of U S Highway 501 on Chub Lake Road. At this time
we can dispose of our alum sludge in the Upper Piedmont Environmental Inc. Landfill.
We are also looking into other options that are available to dispose of alum sludge. If any
other any information is need contact Lindsay Mize (336) 503-0489.

Sludge Management Plan
All wastewater released from the water treatment plant flows into our wastewater
lagoon. The solids are allowed to settle out here and then pumped to our holding pond.
Then the solids are released into our drying beds. The solids are dried and hauled by
trucks to the Upper Piedmont Environmental Inc. landfill.
