Division personnel have reviewed and approved your application For renewal of the subject permit.
Accordingly,we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North
Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended).
This final permit includes no major changes from the draft permit sent to you on November 14, 2001.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to
you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of
this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina
General Statutes, and filed with the Office of Administrative Hearings (6714 \fail Service Center, Raleigh, North
Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain
other permits which may be required by the Division of Water Quality or permits required by the Division of Land
Resources, the Coastal Area LNlanagement Act or any other Federal or Local governmental permit that may be
required.

In compliance with the provision of North Carolina General Statute 143-215.1, other lawful
standards and regulations promulgated and adopted by the North Carolina Environmental
Management Commission, and the Federal Water Pollution Control Act, as amended, the
City of Wilmington
is hereby authorized to discharge wastewater from a facility located at the
Sweeney WTP
407 Hilton Street
Wilmington
New Hanover County
to receiving waters designated as the Northeast Cape Fear River in the Cape Fear
River Basin in accordance with effluent limitations, monitoring requirements, and
other conditions set forth in Parts I, II, III and IV hereof.
This permit shall become effective March 1, 2002.
This permit and authorization to discharge shall expire at midnight on December 31, 2006.

1. Continue to operate a drinking-water treatment plant with a discharge of filter-
backwash wastewater. This facility is located on Hilton Street in Wilmington at
the Sweeney WTP in New Hanover County.
2. Discharge from said treatment works at the location specified on the attached
map into the Northeast Cape Fear River, classified SC-Swamp waters in the Cape
Fear River Basin.

Hello Charles,
I guess the standard WTP monitoring takes precedence over the monitoring
requests that I presented within the staff report. By the way, you do realize
that Sweeney Plant is a surface water treatment plant, also pH adjustment
capability exists.JS

designed based upon detention and weir overflow rates.

PART III - OTHER PERTINENT INFORMATION

Funds or are any public monies (municipals only) involved? Not
applicable for this renewal action
2 . Special monitoring or limitations (including toxicity)
requests : It is requested that monitoring and effluent limits
per NCAC 15A 2B. 0500 be included except for chloride
monitoring. There is no ion exchange treatment and
subsequently no need for chloride monitoring or toxicity
monitoring related to brine discharges . It is further
requested that chlorine, aluminum and iron be dropped from the
effluent monitoring. The current limits on pH are fine for SC
swamp waters .

4 . Has the facility evaluated all of the non-discharge options
available? No
Please provide regional perspective for each option evaluated.
Spray Irrigation: Large land area would be needed. The
facility is within an urban area and land costs would be
considered to be excessive.
Connection to Regional Sewer System: Alum sludge is not
typical domestic strength sewage. Settling within the
collection system and overloading wastewater plant headworks
would be the likely results of this option.
Subsurface: Not practical
Other disposal options : Recycle treated effluent into
influent raw water & continue sending sludge to WWTP.

PART IV - EVALUATION AND RECOMMENDATIONS
This report is being prepared based upon a permit renewal
request by the permittee. Surface water from the Cape Fear
River is treated at the Sweeney Water Treatment Plant .
Flocculation chemicals are added and mixed, sedimentation,
filtration, disinfection, pH adjustment and fluoride treatment
are performed. Alum sludge from the sedimentation basins is
removed via track-vac system and sent to the mixed flow
splitter (where polymer is added) , and to dual gravity
thickeners . Filter backwash is sent to the backwash basin,
retrieved by the track-vac system and sent to the upflow
clarifier. Effluent from the clarifier and thickeners is pH
adjusted and combined within a single outfall .
The facility performed a study to determine if recycling
the wastewater discharge into the water treatment plant
influent was feasible. Monitoring data is enclosed for
assisting in the evaluation of the writer' s monitoring
reduction request. Although not of concern, it is interesting
that fluoride is present in the effluent because fluoride is
added after the filtration treatment phase. No wastewater is
contributed to the wastewater system after filtration.
The current treatment plant description within the cover
sheet supplement is not accurate. The review writer may want
to compare the supplement page to the writer' s treatment plant
description and perform modification, if deemed necessary.
It is recommended that NPDES Permit No. NC0002879 be
modified with the latest boilerplate permitting language
applicable for this discharge with consideration given to the
writer' s requested permit modifications and reissued to the
City of Wilmington for a term to end consistently with other
permittees within this river basin.

STUDY OF RECYCLE POTENTIAL OF SWEENEY WTP
' CLARIFIER NPDES DISCHARGE-
Introduction
An in-house study to determine the applicability of potential recycling of clarifier
NPDLS discharge was characterized by a yearlong sampling and analytical profile. This
tclarifier discharge effluent is the result of facility treated wastewater from iibinerous
waste streams. These include filter backwash water, sedimentation basin sludges and
' overflow waters, and superpulsator sludge withdrawals. Periodically it may also include
waters and sludges as a result of scheduled maintenance. This includes the draining of
sedimentation basins, the superpulsator, ozone contactors, and the wastewater clarifier or
thickeners themselves. This study incorporated all possible and potential discharges
during the course of the sampling year, as well as encompassing such influencing factors
as seasonal and adverse weather conditions. The treated effluent with the recycling
' potential is discharged to the Northeast Cape Fear River under the provisions of NPDLS
Discharge Permit NCO002879. A discharge flow rate up to I.00MGD is generally typical.
Sampling and Monitoring Plan
The study was initiated oil 26January99 and Concluded oil 4.1anuary00. During 1111s time
' frame, seasonal climatic conditions as well as several reported northeasterly storm events
and three hurricanes occurred. These were pertinent factors, which have an influence on
the treat ability of both potable and wastewaters at the Sweeney Facility. Below is a
' detailed listing of the Sampling Plan as suggested by Mr. Fred Hill, WTI' Consultant of
the Public Water Supply Section, NCDENR.
Samples of both Sweeney source raw water and the clarifier NPDLS effluent of'recycling
potential were collected on a bi-weekly basis. The raw sample was a grab and the
clarifier NPDLS discharge effluent was a 24hr composite sample. The composite sample
' was collected by a Sigma model 3000 refrigerated automatic sampler. It was
programmed to collect in a timed mode, thus collecting the discharge NPD13S stream in
I00nil aliquots at I0-minute intervals. These analysis included temperature, pI-1, chlorine
' residual, turbidity, color, chloride, fluoride, alkalinity, carbon dioxide (acidity), iron,
manganese, aluminum, total organic carbon, bromide, total c:oliform, E. coliform, and
heterotrophic plate counts (I-IPQ. Temperature, pI-I, and bacterial analysis were collected
' by grab sample.
Monthly analysis for T-THM's and T-THM (formation Potential) were collected on both
' raw and NPDLS discharge effluent samples. Samples foi- the analysis of
CiyptosporidiUrn and Giardia of both Sweeney WTI' raw and finished water were
collected a month preceding the study oil 21 Dcc98 and during the study oil 29Dec99.

Results
' Analytical data from the study is included as all attachment titled "SIt eeney WZP-
Backwash Recycle Study". This is presented in a tabular form on both raw and NPDES
' discharge effluent samples for all analysis as indicated above. Additionally,
comparability time series graphs for several of the parameters are included also. Mr. Hill
initially indicated that he had concerns that influent water quality may deteriorate during
' periods of recycling. His concern is especially related to that of microbial and/or
protozoan organisms, organic compounds, TTI-IM's, taste and odor compounds, and
inorganic compounds including Fe, Mn, A1, and others. Below is a comparability
' summary listing of monitoring parameters.
➢ 1-lydrogen-Ion Concentration (pl-1): Raw pI-l's ranged from 6.15-7.18su while
' effluent pl-l's from 6.39-7.74su. No adverse impact of comparability.
➢ Chlorine residual was not detected on either sample.
➢ Turbidity: Raw turbiditics averaged 9.78NTU whereas efllucnt turbiditics
' 4.36NTU. Comparison very minimal but discharge effluent lower.
➢ Color: Raw color averaged 55.43cu whereas effluent color 9.65cu. Comparability
of recycle effluent much lower.
Chloride: Raw Cl averaged 12.14mg/l whereas effluent Cl 12.83mg/l. No
comparability, streams unchanged.
➢ Fluoride: Raw Fl averaged 0.171ng/1 whereas effluent F1 0.16nng/l. No
' comparability, streams unchanged.
➢ Total Alkalinity: Raw Alk. averaged 16.61 nng/1 whereas effluent Alk. 12.63mg/l.
Comparability much unchanged but a slight loss in effluent stream.
➢ Carbon Dioxide (Acidity): Raw CO2 averaged 5.50mg/l whereas effluent
averaged 2.9Img/l. Comparability much unchanged. Slightly lower in effluent.
➢ Iron: Raw Fe averaged 0.75mg/l whereas effluent 0.26mg/I. Effluent contains
' less iron, which is probably concentrated in sludge.
➢ Manganese: Raw Mn averaged 0.02mg/l whereas effluent 0.1 1 mg/l. Slightly
greater in effluent probably due to concentrating of llhe process sludge.
' ➢ Aluminum: Raw Al averaged 0.39mg/l whereas effluent 0.621ng/l. Slightly
greater in effluent probably due to alum concentration in the process sludge.
➢ Total Organic Carbon: Raw TOC averaged 7.63mg/1 whereas effluent 3.98mg/I.
Comparability lower in effluent.
➢ Bromide: Raw Br averaged 0.09mg/l whereas effluent 0.08111g/I. Comparability
much unchanged from streams.
' ➢ Total Coliform: Raw T.coli indicated an arithmetric mean of 451.77/100ml
whereas effluent 173.55/100m1. fewer organisms in effluent stream.
➢ Lsch. Cofiform: Raw E.coli indicated an arithmetric mean of 4.13/100m1 whereas
' effluent 0.27/100nd. This indicates fewer colonies potential in effluent.
➢ I-leterotrophic Plate Count: Raw HPC indicated an arithmetric mean of
3893.16cfidm1 whereas effluent of 90240.91 efu/ml. This is expected due to the
' FIPC counts prevalent in backwash filter water from the biological filters. 1-11'C's
are easily disinfected and sterilized by use of chlorine or ozone.

' ➢ TTHM's: Raw TTHM's averaged I.06ug/l whereas effluent 4.27ug/l.
Comparability much unchanged and insignificant.
TTI-IM Formation Potential: Raw T`l HM Formation Potential averaged
' 449.12ug/1 whereas effluent 227.84ug/I. Effluent much less than raw indicating
possibly a better quality source as attributed to prior ozonation.
Cry ptosporidium and Giardia: Raw and finished water samples during; the study
period indicated no cysts or oocysts to be observed in either sample stream.
' Conclusions
The results of this study clearly indicate that the clarifier NPDI7-S discharge waters are of
' a much better quality than that of existing raw source water obtained from the Cape fear
River at Kings Bluff. Generally with the exception of HPC, all constituents were much
lower in the effluent stream. The HPC's ni the effluent are a direct result of filter
backwash water, which normally Would contain these levels. This is due to the biological
operation of the filters at this facility. Routine operation of the Sweeney filters indicates
HPC's in the filtrate reported from 10000cfu/ml to 40000efuhi 1. Filter operation is based
on the greater abundance of these organisms to reduce the biodegradable carbon before
pumping to system distribution. In the treatment trains of the plant, once chlorine is
applied to the filtered water, the HPC's are reduced to 0.0efu/m1. The NPDLS discharge
' effluent also demonstrates a much less TTI-IM Formation Potential than that of raw
source waters. This is probably the result of ozonation and GAC/biological filters.
The City of'Wilmington's Sweeney WIT proposal is to recirculate this NPDES discharge
effluent back to the headworks of the facility. "]'his water would combine with raw
source water from Kings Bluff and then enter the Pre-Ozone Contactors for complete
' ozonation. This conforms with Section 0.0404(k) of the N.C. Rules Governing Public
Water Supplies allowing not more than 10% of the instantaneous raw flow to be from
recycled water sources. Once approval is granted pending review of this project data, the
1 City Will submit detailed plans and specifications for piping; and pumps to the Plan
Review Branch of the Public Water Supply Section. This will be prepared by a registered
engineer of practice in N.C.
