The Water and Sewer Authority of ('aharrus County (WS.ACC) has or currently expects to be able to make available capacity at the Rocky River Regional Wastewater 'freatment Plant and appropriate sewer interceptors to transport and treat the domestic wastewater from the proposed Bridge Pointe Subdivision project (Phases 3 & 4),. consisting of 55 single .family residential lots. The wastewater generated by Phase 3 of this project (31 lots) will he conveyedthrough the Town of Ihrrisburg's proposed 8-inch gravity system, then through all existing on -site pump station and corresponding 4-inch force main system, and then enter WSAC'C's system at the existing I2-inch Fuda Creek Interceptor just west of the crossing with Hickory Ridge Road. In addition, wastewater generated. by Phase 4 of this project (24 lots) will be conveyed through the Town's proposed 8-ineh gravity system, then through the -Fown's existing 12-inch gravity line along Back Creek, and then enter WSACCs system at the existing 12-inch Back Creek interceptor just west of the crossing with Hickory Ridge Road. WSAC(' agrees to accept Waste water from the proposed sewer line based on infomation provided by R. Joe Harris & Associates, PLEC. (Civil Engineer for the project) using North. Carolina Department or .Environment and Natural Resources (NCDENR) wastewater flow guidelines. The projected flow is 19.800 gpd (11,160 gpd into Fuda Creek Interceptor, 8,640 gpd into Back Creek interceptor); however WSACC expects the actual .wastewater flow to more closely approximate 13,750 gpd (7,750 gpd. into 1'uda Creek interceptor, 6,000 gpd into Back Creek Interceptor) based. upon Master Plan engineering data. The Town of Harrisburg understands that separate Flow Acceptance Requests i1l be required for the future flows that will connect into this. sewer line. By requesting flow acceptance, the Town. of Harrisburg acknowledges that WSACC may need to upgrade, expand, or construct new facilities to accommodate the increased flow volume granted by this and previous flow acceptance. Appropriate design and construction will be initiated when actual flows dictate but may he subject to situations that WSACC. does not expect or control. Based upon flow of 19,800 gpd and cost of $8,1126/gpd to provide treatment and transportation capacity, this flow acceptance represents an estimated capital expenditure in excess of 5160,895. :For your information and based upon NCDENR \vastewater .flow guidelines, WSACC has approved '1,61.3,92'2 gallons of flow acceptance for the Town of Harrisburg from, 1992 to present Ilir of HarrisburgBridge Pointe Subdivision Phases 3 & 4 November 7, 2007 Page -2- and 65,875 gallons of flow acceptance 'year-to-date including this request. Based upon the approved flow acceptances, WSACC has committed capacity valued in excess of S1.3,114,730 for the Town of Harrisburg since 1992 including $535,300 for this calendar. year. Downstream facilities from the proposed project along Back Creek are scheduled in WSACC's current six year Capital Improvement Program (CIP) to increase available capacity. Projects on the CIP are subject to approval by WSACC's Board of Directors, support from local governing bodies, regulatory approval, and funding availability. The following schedule of CIP projects is tentative and may be delayed by unforeseen circumstances: • Back Creek Interceptor Parallel Phase B. Scheduled completion date: 2011. At this time there are no scheduled upgrades to WSACC facilities in the current six year CPP that are located downstream of the proposed project along Fuda. Creek. It should be noted that the list and schedule of CIP projects are tentative and are revised periodically to reflect changing conditions and needs. Please note that if construction of this project is not started within two (2) years of the date of this approval, the approval is rescinded and a second request and approval will be required. Please notify WSACC, in writing, when construction of this project is initiated. If you have any questions, please call me at 704-786-1783. Sincerely, kie. Thomas A. Bach, P.E.
