'The Water and Sewer Authority of Cabarrus County (WSACC) has or currently expects to be able to make available capacity at the Rocky River Regional Wastewater Treatment Plant and appropriate sewer interceptors to transport and treat the domestic wastewater from the proposed Hawthorne Subdivision, consisting of 104 single 'family residential lots and a clubhouse facility. The wastewater generated by this project will be conveyed through the Town of Harrisburg's proposed 8-inch gravity system, then through a proposed on -site pump station and corresponding 8-inch force main system (along Peach Orchard Road, Robinson (hurch, Road, and Rocky River Road), and then enter WSACC's system at the existing I 2-inch Fuda Creek Interceptor just west of the crossing with Hickory Ridge Road. WSACC agrees to accept wastewater from the proposed sewer line based on information provided by R. D. Davis Consulting Engineers, PL.L.C. (Cvil Engineer for the project) using North Carolina Department of Environment and Natural Resources (NCDENR) wastewater flow guidelines. The projected flow is 38,500 gpd; however WSACC expects the actual wastewater flow to more closely approximate 26,850 gpd based upon Master Plan engineering data. The Town of Harrisburg understands that separate Flow Acceptance Requests Will be required for the future flows that will connect into this sewer line. By requesting flow acceptance, the Town of Harrisburg acknowledges that WSACC may need to upgrade, expand, or construct new facilities to accommodate the increased flow volume granted by this and previous flow acceptance. Appropriate design and construction will be initiated when actual flows dictate but may be subject to situations that WSACC does not expect or control. Based upon flow of 38,500 gpd and cost of S8.1261gpd to provide treatment and transportation capacity, this flow acceptance represents an estimated capital expenditure in excess of $31.2,85.1. For your information and based. upon NCDENR wastewater flow guidelines, WSACC has approved 1,586,922 gallons of flow acceptance for the Town of Harrisburg from 1992 to present and. 38,875 gallons of flow acceptance year-to-date including this request. Based upon the approved flow acceptances, WSACC has committed capacity valued in excess of $12,895,328 for the Town of Harrisburg since 1992.including S315,898 for this calendar year. Projects on the Capital Improvement Program (CIP) are subject to approval by 'WSACC's Board of Directors, support from local governing bodies, regulatoryapproval, and funding Town of Harrisburg ornc Subdivision ly 26, 2007 Page ®- a 3 til .bility. At this tiaa c there are no scheduled upgrade to ,, fa ilities in the current six r CIF that are located donnstreana of this proposed project. Please note that if cons notion of this project is not started within two years of the date of this approval, the approval is rescinded and a second request and approval krill be required. Browder: Installation of utilities for the Hawthorne project. began before I became involved. with the project. 1 did not do the original design nor did. I witness a majority of the sanitary sewer that is installed. 1 did not design the sewer pump station but 1 did check the calculations after getting involved with the project and believe they are in order. I have included the design engineer's calculations with my certification package along with the pump drawdown test. 11 have witnessed the installation of the pump station, manholes 1- 3, and portions of the force main that required repair. I have witnessed the testing of the sewer, force main, and pump station and certify that these items meet the State testing standards. My certification does not include witnessing the type of pipe material, method of installation, or any other portion of the work completed before my involvement with the project. Please feel free to contact me (704) 652-2598 if you need additional information or want to discuss this issue further. I appreciate your help in this matter.. Sincerely R.
