The City of Kannapolis Standard Specifications for Wastewater Collections Systems were approved by your office on August 11,1993. and are being maintained by the Division of Environmental Management. New Water & Sewer Authority of Cabarrus County Standard Specifications were submitted January 2001, for review and approval. This project will be installed in accordance with these Standard Specifications. This project consists of the installation of approximately .1275 linear feet of 8-inch gravity flow sanitary sewer to serve the proposed Biscayne Industrial Park. The additional information requested. by WSACC in order to complete its review was received 2/3/04. The Water and Sewer Authority of Cabarrus County (WSACC) has or currently expects to be able to make available capacity at the Rocky River Wastewater Treatment Plant and appropriate sewer interceptors to transport and treat the wastewater from the proposed Biscayne industrial Park. WSACC agrees to accept wastewater for lots 5 through 11 from the proposed Biscayne Industrial Park based on the information provided by Lash Engineering Inc. (Engineer for the Project) using North Carolina Department of Environment and Natural Resources (NCDFNR) wastewater flow guidelines. The projected flow is 17,200 gpd; however WSACC expects the actual wastewater flow to more closely approximate 13,750 gpd based upon .Master Plan engineering data. By requesting flow acceptance, the City of Kannapolis ac.knowledges that WSACC may need to upgrade, expand, or construct new facilities to accommodate the increased flow volume granted by this and previous flow acceptance. Appropriate design and construction will be initiated when actual .flows dictate but may be subject to situations that WSACC does :not expect or control. Based upon flow of 1,7,200 gpd and cost of S8,1261gpd, to provide treatment and transportation capacity, this flow acceptance represents an estimated capital expenditure in excess of $139,767. For your information and based upon NCDENR wastewater 'flow guidelines, WSACC has approved 1,992,398 gallons of flow acceptance for the City of Kannapolis from 1992 to present and 52,060 gallons of flow acceptance year-to-date including this request. Based upon the approved flow 'acceptances WSACC has committed capacity valued in excess of $16,190,226 for the City of Kannapolis since 1,992 including, $423,039 for this calendar year, Downstream .facilities from the proposed project are scheduled in WSACC's current Capital Improvement Program (CIP) to increaseavailable capacity. Projects on the CIP are subject to approval by WSACC's Board of Directors, support from local governing bodies., regulatory approval., and funding availability.
