Please find attached the modified sections of this permit,and replace the old page with the modified page. This permit modification is issued pursuant to the requirements of North Carolina General Statute 143- 215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated December 6. 1983 (and as subsequently amended). The following permit modifications are authorized by this letter: • The total residual chlorine limit shall take effect in 18 months tb allow:time-for the construction of dechlorination facilities. - If any parts, measurement frequencies or sampling requirements contained in this permit modification are unacceptable to you,you have the right to an adjudicatory hearing upon written request within thirty (30)days following receipt of this letter. This request must be in the form of a written petition,conforming to Chapter 150B of the North Carolina General Statutes,and filed with the office of Administrative Hearings,Post Office Drawer 27447, Raleigh, North Carolina 27611-7447. Unless such a demand is made, this permit shall be final and binding. Please take notice that this permit is not transferable. Part 1I, E.4.addresses the requirements to be followed in case of change in ownership or control of this discharge. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act, or any other Federal or Local governmental permits may be required. For instantaneous flow monitoring, the duration of the discharge must be reported in addition to the total flow. 2. The TRC limit shall apply only if the permittee backwashes with chlorinated water. The limit and monitoring requirements will take effect September 1,2009. 3. WET testing to be performed during the months of March,June,September and December. See Section A(2) for further details. All samples collected should be of a representative discharge. There shall be no discharge of floating solids or�foarrmvisible in other than trace amounts. uU Q F
