Trevor Clements��� Ruth Swanek 2(5 Carla Sanderson FROM: Jacquelyn_M._Nowell SUBJECT: Town of Boone WWTP - Rescinsion of TTO Monitoring NPDES Permit No. NC0020621 Watauga County After consultation with Joe Pearce of the Pretreatment Group, I am recom- mending that total toxic organics (TTO) monitoring be deleted from Boone' s NPDES permit . TTOs are primarily found in metal finishers, electroplaters, and alumi- num formers and are defined differently depending on the industry. TTO monitor- ing was originally recommended in 1987 at the request of the Asheville Regional Office, based on pretreatment permits for two industrial users (metal finishers) discharging to the POTW. A review of past compliance data shows no values for TTO and it is not specifically defined in the NPDES permit. TTO testing is very. expensive when compared to other tests for toxicants . The Town already has a quarterly chronic toxicity test which should determine any toxicity problems . Based on Boone's current pretreatment permits, TTO monitoring at the wastewater treatment plant is probably no longer required. - cc: Stave Mauney Goe Pearce Jeff Poupard Central. Nowell e( SUBJECT: Comments on Town of Boone Draft Permit Effluent Limits and Monitor- ing Frequency NPDES Permit No. NCO020621 ` Watauga County The Technical Support Branch has reviewed the November 12, 1992 letter from the Town of Boone concerning the monitoring frequency of metals limits. The Pretreatment Group has also reevaluated the most current headworks information submitted by the Town to determine . if some permit limits can be reduced to monitoring only requirements. Our recommendation is as follows: 1) The monitoring frequency for metals should be reduced from weekly to monthly. The weekly monitoring frequency was assigned by Permits & Engineering based on the facility class (IV) and Division procedure as referenced in North Carolina Regulation 15A NCAC 2B .0508 (b) (2) . This regulation also allows for modifications of the monitoring frequency. The Town is currently conducting a quarterly long term monitoring plan under their pretreatment program. This plan requires sampling for three consecutive days once per quarter. In addition to the monthly samples that will be required by the NPDES permit, sufficient samples will be collected to determine Boone' s compliance with assigned limits . After an evaluation of Bo�re's updated pretreatment information and effluent data, Technical Support reccc:nmends the following effluent limits andmonthly monitoring requirements for metals and other toxicants : Cadmium 7 ug/l Nickel 320 ug/l Lead 91 ug/1 Cyanide 18 ug/l Mercury 0 . 04 ug/l Effluent monitoring for chromium, copper, zinc, silver, iron, and TTO. Two specific modifications to the limits and monitoring requirements should be noted. First, an effluent limit for mercury should be added to Boone' s permit based on the pretreatment information submitted with the Town's comments . Self monitoring effluent data indicates that for three months in 1992 Boone dis- charged levels higher than the allowable concentration of 0 .04 ug/l. Second, the previous chromium limit has been changed to monitoring only. Recent efflu- ent data shows that chromium levels in the discharge have been substantially lowered.
