They are cur- rently permitted for a 0.01 MGD discharge and have requested that this be increased to 0.03 MGD. The WWTP was originally built for a textile mill, and when the mill closed, the Franklinville Company took over the plant to serve the Town's inhabitants. The 0.01 MGD flow was apparently arbitrarily selected since no flow measurement device was available to measure waste - flow. The request for a flow increase is largely to bring the facility into compliance and not to take on any additional influent. Through discussions between Technical Support, Permits & Engineering, and the Winston-Salem Regional Office, it was concluded that a permitted flow increase for the Franklinville facility does not require a wasteload allocation since no additional flow is being discharged. Rather, it is an administrative decision of whether the permitted flow increase should be granted. The WLA request has been deleted from the records of Technical Support and by this memo is formally returned to the Permits & Engineering Branch. They are cur- rently permitted for a 0.01 MGD discharge and have requested that this be increased to 0.03 MGD, the physical design capacity of the plant. Permit- ting the increased flow with the existing effluent limits represents a threefold increase of pollutant loading to the Deep River, which already experiences water problems in this area. It was the Town of Franklinville's choice to take over and use the old Randolph Mills WWTP, but DEM cannot per- mit them with secondary limits up to the design capacity simply because the capacity exists. It is the opinion of Technical Support that if the facility increases it's wasteflow)the total loading of oxygen -consuming wastes should not be increased; the attached approval form represents equivalent loading rates at the two different wasteflows. Tertiary limits (BOD5=5, NH3-N=1) are not being required like they would (and will) be for the larger facilities (i.e., the Town of Randleman, the Town of Ramseur) when they expand. It is important to note that the effluent limits for the larger Deep River dis- chargers are not expected to change until they expand, unless an overall basin plan is implemented which can provide for an orderly change for all affected discharges. Low DO concentrations and high BOD concentrations are well documented in the Deep River above and below this discharge. The above limits reflect BOD5 loading equivalent to those currently permitted. Similar limit reductio s have occured along the Deep River. Other facilities will also be a fected as their permits are renewed. Recommend inst�ream monitoring of temperature, DO, fecal coliform, and conductivity. Recommend dechlorination be required in the permit. As we discussed in our recent telephone conservation, the WSRO recommends that the subject facility be issued the previous limits with the requested flow increase. There is to be no increase in the flow discharged, just an increase in the flow limit to allow the facility to become compliant. The existing system consists of a pumping station, a lined facultative lagoon, a clarifier unit that neither returns sludge nor skims and a chlorination unit. The system was originally used for Randolph Mills, an industry which has been closed for many years. The design of the system greatly exceeds the current flow rate. 2 8 1990 TECH: , lIt is highly unlikely that this facility would be able to finance the amount of upgrading that would be necessary if the recommended limits are included in the NPDES permit. Mention was made of other dischargers whose limits may also change when their respective permits are renewed. It should be noted that the Town of Ramseur is in the process of upgrading their wastewater treatment system. An aeration system which can,but does not have to discharge to an existing lagoon has recently been installed. This system was not designed to meet a 10 mg/1 BOD5 limit nor a 2 mg/1 NH3N limit. The Town of Randleman is also in the preliminary stages of a wastewater treatment system upgrade. The engineering propo1sa1 has been completed, however the Town has not yet requested a flow increase. It is unlikely that the proposed mod fications will be sufficient to meet the recommended limits as this facility is located upstream of the Franklinville Waste Treatment Company discharge. While we realize that information is constantly being added to system and that the problems in Deep River need to be addressed, if is felt that the Division should be reasonable in assessing all information when NPDES permits are issued or reissued. For the dischargers involved(mainly small towns), planning will be of utmost importance if permit limits can be expected to change with each permit renwal. One other point that should be considered will be the effect of the Randleman Dam should it become an eventuality. Will Deep River below the Dam be maintained at 7Q10 conditions? If 7Q10 (if that) conditions are required, what effelct will that have on the discharger's limits downstream? And what effect will this combination of events have on the quality and quantity of life that depends on the River?
