Brent Collins of EMA Resources, Inc. notified Ms. Caudle of this application event on April 40, 2021. Landon Whitaker of EMA Resources, Inc. and Mike Wiseman of the City of Asheboro were present during the inspection. A review of records, storage facilities, and land application sites was completed. This review reflected compliance with the subject permit. The Class B residuals are generated using a belt press. Five to six pick up truck dump beds are generated every day and transported to the residuals storage area where it is stockpiled until land application events. Occasionally the facility will press at night or on the weekends. The residuals storage area is a covered concrete pad with a concrete wall surrounding it. There was no evidence of overtopping or spillage over the wall. Mr. Whitaker stated there is approximately 4 months of storage. EMA Resources land applies the residuals for the City of Asheboro in 3 to 4 application events per year. The permitted land is applied on in a 1-2 year rotation, based on the desire of the land owners. Mr. Whitaker contacts the landowners every year to inquire whether they would like to have residuals land applied. Lime is applied on permitted fields that were utilized during that calendar year in December based on the recommendation of soil reports. Soils were sampled the week before this inspection. TCLP was collected on January 14, 2021. Two 40-day bench scale tests have been conducted so far this calendar year and are representative of the two land application events foi this facility. The samples for the 40-day bench scaled test are pulled from the digestor. The temperature logs included in the annual report for the 40-day bench scale test are the temperatures at which the test is carried out. Pathogen and vector analysis samples are collected by the City of Asheboro as composite samples from the stored Class B residuals. EMA Resources collects samples for TCLP and metals and nutrients analysis. Metals and nutrients samples were collected on April 1, 2021 for this application event. At the time of inspection, two 40 cubic yard trucks were transporting residuals to the application sites, and two Kuhn side spreaders were being used to land apply. Mr. Whitaker stated that the application rate is approximately 40 cubic yards/acre. Based on calculations the residuals for this application event contain 3.09 cubic yards/dry ton (28.09 Ibs/ton) of PAN. Mr. Whitaker calculates the number of cubic yards needed to apply 90% of the PAN at each field, and reduces the application rate in pastures by 25%. Trucks #157 and #153 were transporting residuals during this application event. Both trucks had a copy of the current permit and the spill plan. Field GU-15-1 was applied on yesterday. The staging area was inside the application zone. All buffers were clearly marked and the appropriate distance. A stream crosses the field. One portion of the stream has the updated 32.8 ft buffer, while the other portion has the old 100 ft buffer. Mr. Whitaker transitioned the setbacks to the best of his ability. There was a good stand of fescue grass in the field. A sign was placed at the driveway to the field restricting public access. No ponding or rutting was visible. Field GU-16-3 was actively being applied on during this inspection. The staging area was inside the application zone. All buffers were clearly marked and the appropriate distance. A rain gauge had been placed in a grassed portion of the buffer area. Cattle had been removed from the application area. A sign restricting public access was placed at the driveway to the field. There were no restricting slopes in the field, evidence of rutting, ponding of residuals, or runoff. Mr. Whitaker mentioned adding more land to the permit. Please be mindful that any additional acreage must be added to the permit through a permit modification application.
