Stormwater Permit No. SW3201202
Yadkin Regional Water Supply Project — Water Treatment Plant
Union County
Dear Mr. Lapsley:
The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater
Management Permit Application for the subject project on December 21, 2020. A review of that
information has determined that the application is not complete. The following information is
needed to continue the stormwater review:
Please include the name of the county in which the project is located (Section I, 2 of the
Application).
2. There appears to be an error in the summation of the impervious areas listed in the table
in Section IV, 10 of the Application. If the numbers shown are added up the total amount
of impervious area is 313,820 sf (313,819 sf is shown). This is probably just a rounding
error, but it should be corrected.
3. Since this project is low -density, the off -site impervious area determination (Section IV,
11) is not needed.
4. Please complete and provide a Supplement-EZ Form and O&M Agreement Form for the
project as these items are required for all projects. These forms can be found at the
following link: https://deq.nc.gov/about/divisions/energy-mineral-land-resources/energ_y-
mineral-land-permit-guidance/stormwater-bmp-manual (Section V & Section VI, 3).
NOTE: The proposed pond is not needed to meet State post -construction
stormwater requirements and does not need to be included in these forms.
5. Please dimension the property boundary with bearings and distances (Section VI, 8i).
6. Please show the drainage areas to the proposed vegetated conveyances in the main set of
plans (Section VI, 8o).

7. There does not appear to be any way for captured runoff to leave the proposed pond
(aside from overtopping the service road). Please include any riser structure, outlet pipe,
emergency spillway, etc ... for this pond on the plans.
8. Please include a swale detail in the main set of plans showing, at a minimum, the side
slopes, bottom width, and type of grass to be used.
9. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other
documents.

Please note that this request for additional information is in response to a preliminary review.
The requested information should be received by this Office prior to February 27, 2021, or
the application will be returned as incomplete. The return of a project will necessitate
resubmittal of all required items, including the application fee. Please reference the State
assigned project number SW3201202 on all correspondence.
If you need additional time to submit the information, please submit your request for a time
extension to the Division at the contact below. The request must indicate the date by which you
expect to submit the required information. The Division is allowed 90 days from the receipt of
a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject
to enforcement action pursuant to NCGS 143-215.6A.
