I've revised the letter (enclosed). I think I went off your table in the Task letter, which stated 1634.45 instead
of 1635.45.

The letter states that to date 3257.9 SMUs have been released for 30% of the total. I think that 3258.9 SMUs
have been released. Not sure if you need to update the letter, but wanted to let you know.

Dear Ms. Conder:
This correspondence is in reference to the WLS Neuse 02 Umbrella Mitigation Bank,
Scarborough Mitigation Project, located near the intersection of Arrington Bridge Road
and Casey Mill Road, in Goldsboro, Wayne County, North Carolina. The mitigation site is
adjacent to and within the Neuse River Basin, Hydrologic Unit Code (HUC) 03020202.
The purpose of this letter is to confirm the as -built credit release for this mitigation site.
Pursuant to the Umbrella Mitigation Banking Instrument entitled, Agreement to
Establish the WLS Neuse 02 Umbrella Mitigation Banking Instrument Within The State of
North Carolina, approved on February 18, 2020; the site -specific Final Mitigation Plan,
Scarborough Mitigation Project (Plan) dated November 2019; and the As -Built Baseline
Monitoring Report, Scarborough Mitigation Project, dated February 2021, 15 percent of
the mitigation site's total restoration and enhancement credits shall be available for sale
immediately upon completion of all of the following:
a. Successful completion of all stream and wetland restoration and enhancement
activities (as -built construction) as described in the Plan, dated November
2019;
b. Successful completion of all planting activities as described in the Plan, dated
November 2019; and
c. Successful completion of easement marking/fencing as outlined in the Plan,
dated November 2019.

Based on the information provided in your February 2021 Task 2 Credit Request
Letter, and as approved by the IRT, the total amount of stream mitigation units (SMUs)
have been reduced from 10,903 SMUs to 10,863 SMUs; and the total amount of wetland
mitigation units (WMUs) have been reduced from 110.37 WMUs to 109.67 WMUs. This
adjustment resulted from the discovery of a utility right-of-way (easement) within the
Scarborough Mitigation Project conservation easement. Please note, the as -built credit
release is less 6 SMUs and 0.11 WMUs in order to compensate for the initial credit
release.
By copy of this correspondence, we confirm that you have satisfied the above
requirements for the as -built credit release, and 1623.45 SMUs and 16.34 WMUs are
now available for sale. To date, 3258.9 SMUs and 32.9 WMUs (30 percent of the total
stream and wetland restoration and enhancement credits) have been released for sale.
