Box 308 Concord, NC 28026-0308 RE: FLOW ACCEPTANCE - CENTER AT KICNGS GRANT CROSSING Dear Mr. Hiatt: C 28027 to RO, Box 428 NC 28026-0428 6.1783 The Water and Sewer Authority of Cabarrus County (W SACC) has or currently expects to be able to make available capacity at the Rocky River Wastewater Treatment Plant and appropriate sewer interceptors to transport and treat the domestic wastewater from the proposed Center at Kings Grant Crossing. WSACC agrees to accept wastewater from five 200-seat restaurants. Based on North Carolina Department of Environment and Natural Resources (NCDENR) wastewater flow guidelines, the projected flow is 50,000 gpd; however WSACC expects the actual wastewater flow to more closely approximate 40,000 gpd based upon Master Plan engineering data. By requesting flow acceptance, the City of Concord acknowledges that WSACC may need to upgrade, expand, or construct new facilities to accommodate the increased' flow volume granted by this and previous flow acceptance. Appropriate design and construction will be initiated when actual flows dictate but may be subject to situations that WSACC does not expect or control. Based upon flow of 50,000 gpd and cost of S6,7595/gpd to provide treatment and transportation capacity, this flow acceptance represents an estimated capital expenditure in excess of 5337,900. For your information and based upon NCDENR wastewater flow guidelines, WSACC has approved 10,160,768 gallons of flow acceptance for the City of Concord from 1992 to present and 759,922 gallons of flow acceptance year-to-date including this request. Based upon the approved flow acceptances WSACC has committed capacity valued in excess of $68,681,700 for the City of Concord since 1 i i lauding $ , , 7t0 tar this calendar year. We are enclosing for your review and approval an original and a copy of the executed Fast -Track application form with enclosures, two copies of the WSACC flow acceptance letter, a copy of the original NCDENR Non -Discharge permit for the Center at Kings Grant Phase IA wastewater collection system.; as sealed and certified by Jill M. Brim, NCPE with Concord Engineering and Surveying. The Center at Kings Grant,. Phase IA original NCDENR DWQ Non -Discharge permit, WQ0020169, was issued on August 13, 2001 and specified a wastewater collection system extension consisting of 1,021 linear feet of 8-inch gravity sewer and 255 linear feet of 18-inch gravity sewer to serve a commercial development with an average wastewater discharge of 50,000 GPD. Please modify the existing Center at Kings Grant, Phase IA permit to account for the reduction of 8-inch gravity sewer and the increase of the 18-inch gravity sewer and to account for an error in permitting that stemmed from unforeseen fieldconditions and the subsequent redesign of the sewer system.
