The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic Bioassay Procedure - Revised *September 1989) or subsequent versions. The effluent concentration at which there may be no observable inhibition of reproduction or significant mortality is a$' % (defined as treatment two in the North Carolina procedure document). The permit holder shall perform quarterly monitoring using this procedure to establish compliance with the permit condition. The. first test will be performed after thirty days from issuance of this permit during the months of %MO, M'1 , J ucr 0 LT • . Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the month in which it was performed, using the parameter code TGP3B.`•'Additionally, DEM Form AT-1(original) is to be sent to the following address: Attention: Environmental Sciences Branch North Carolina Division of Environmental Management P.O. Box 27687 Raleigh, N.C. 27611 Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in'association with the toxicity tests, as well as all dose/response data. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should any single quarterly monitoring indicate a failure to meet specified limits, then monthly monitoring will begin immediately until such time that a single test is passed. Upon passing, this monthly test requirement will revert to quarterly in the months specified above. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Environmental Management indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival and appropriate environmental controls, shall constitute an invalid test and will require immediate retesting(within 30 days of initial monitoring event). Drawer 816 Yadkinville, NC 27055 Subject: Chlorine Toxicity NPDES Permit No. NC0020338 Yadkin County Dear Mr. Carlton: Chlorine, a widely used wastewater disinfectant for the treatment of coliform organisms, often remains instream in residual amounts that may prove to be toxic under critical low stream flow conditions. In the last decade, EPA assessed the potential adverse effects of chlorine to the aquatic environment and has taken steps to reduce the impacts through the development of federal criteria. In 1986, EPA recommended that all states have a chlorine standard by their next triennial review of water quality standards. In revising its water quality standards in 1989, North Carolina developed an action level for chlorine of 17 ug/1 (freshwater classes only). In addition, the fecal coliform limit was reduced from 1000 colonies/100 ml to 200 colonies/100 ml. Under a new DEM procedure, dechlorination and chlorine limits are now recommended for all new or expanding dischargers proposing the use of chlorine for effluent disinfection. The Division is reviewing chlorine levels from all existing dischargers as part of their NPDES permit renewal process. Our records indicate that chlorine from your facility's effluent discharge is considered toxic to the receiving stream under low flow conditions, i.e., the amount of chlorine discharged causes a violation of the instream action level for chlorine (17 ug/1) under 7Q10 conditions (the lowest average daily flow for seven (7) consecutive days during a ten (10) year period). Action should be taken to reduce the effluent concentration of chlorine to an acceptable level. Based on your facility's instream waste concentration of 28% (at the North Deep Creek discharge point), an acceptable level of chlorine in your effluent is 60 ug/1 or 0.06 mg/l. If this level is not feasible, you should consider dechlorination or alternate methods of disinfection for your facility to ensure that both chlorine and bacterial limits are met. However, please note that an authorization to construct must be obtained from this Division prior to any alteration to your treatment plant. Pollution Prevention Pays P.O. DIVISION OF ENVIRONMENTAL MANAGEMENT September 25, 1990 MEMORANDUM TO: Larry Coble, Regional Supervisor Winston-Salem Regional Office FROM: Betsy Johnson Technical Support Branch THROUGH: Carla Sanderson Trevor Clements2G SUBJECT: Instream Assessment for the City of Yadkinville NPDES Permit No. NC0020338 Yadkin County SOC Case No. 90-58 Summary and Recommendations Technical Support has completed an instream assessment for the City of Yadkinville. The City has requested an SOC because their facility is out of compliance with its metals limits. The City would like to replace the metals limits with monitoring only for the duration of the SOC while they relocate their discharge from Haw Branch to North Deep Creek. In addition, the City would like permission to add on 0.1 MGD of wasteflow under the SOC. EMC criteria state that no industrial sources should be added under an Order. Therefore, it is recommended that this SOC be limited to domestic waste additions only and that milestones be incorporated to ensure compliance with the metals limits. The attached pretreatment staff recommendations should be incorporated with the Order. These actions will help the City to better manage their facility to remain in compliance with their chemical specific limits. Rather than drop the metals limits for the SOC period, interim metals limits for the duration of the SOC are recommended. A Level-B analysis was performed to assess the impact of the existing limits on the North Deep Creek. The existing limits (BOD5 = 30 mg/1, NH3-N = 16, and DO = 5 mg/1) are adequate to protect the DO standard. However, the recommended ammonia concentrations to protect against toxicity are 3 mg/1 in summer and 12 mg/1 in winter. To avoid ammonia toxicity, the above ammonia levels should be met. In addition to the above limits for Cadmium, Chromium, Lead, and Cyanide, monitoring will be required for Nickel, Copper, and Zinc. Toxicity at the new site will be evaluated at 28%. These limits will not be final until the NPDES permit is modified. Backaround I formation The City of adkinville WWTP currently discharges into the Haw "C" stream. Haw Branch drains approximately 1.42 square miles site. The U GS estimates the following flows at the discharge = 0.2 cfs, winter 7Q10 = 0.4 cfs, and average flow = 1.6 cfs. moving with a stream bed gradient of 40 feet per mile. Branch, a class at the discharge site: summer 7Q10 The creek is fast The City of Yadkinville recently completed an upgrade of its facility from 0.6 to 1.0 MGD. Prior to the upgrade, the City was out of compliance with its permit limits and failing its toxicity tests. Since April 1990, Yadkinville's treatment has greatly improved; however, toxicity is still a problem. The 1990 NPDES permit renewal for the City of Yadkinville contained new metals limits based on the City's pretreatment program. The City does not feel it can meet the new metals limits and/or toxicity requirement at the Haw Branch site. The City ofCadkinville WWTP proposes to discharge into North Deep Creek, a class "C" stream. North Deep Creek drains approximately 35.9 square miles at the discharge site. The USGS estimates the following flows at the discharge site: summer 7Q10 = 3.9 cfs, winter 7Q10 = 10 cfs, and average flow = 39 cfs. The creek is slower moving than Haw Branch with a stream bed gradient of 9.1 feet per mile. Dis HAW BRANCH: The model wa- run with the existing effluent limits (BOD5 = 30 mg/1, NH3-N = 16 mg/1, and DO = 5 mg/1) at the pre-SOC flow (0.427 MGD). The GODS and NH3-N parameters were input to the model as CBOD and NBOD using multipliers of 2.0 for BOD5 and 4.5 for NH3-N (see Table 1).. When these effluent characteristics were input to the model, the predicted DO sag was 4.51 mg/1 at milepoint 1.3 (see Table 2) . The model wa then run with the existing effluent limits (BOD5 - 30 mg/1, NH3-N 16 mg/1, D = 5 mg/1) at the SOC flow (0.527 MGD). Level-B modeling analysis predicted th t the 67 (b) criteria will be met with the additional flow. The requested fl w aftd existing limits will cause a DO sag of 4.29 mg/1 at milepoint 1.3, a decrease .of 0.28 mg/l. NORTH DEEP CREEK: The model was run with existing effluent limits and design flow (1.0 MGD) to determine the impact of a discharge to North Deep Creek. The model predicts that the exiting limits will protect the dissolved oxygen standard. The model predicts a DQ sag of 5.22 mg/1 at milepoint 6.0. TABLE 1. The monthly "monitoring only" requirement applied is appropriate and the usual requiremen for such a situation. However, there is no mention of identification and elimination of sources of observed toxicity. Based on conversations with Winston Salem Regional Office personnel, it seems the town believes that the relocation of the discharge resulting in a larger dilution of the effluent in the receiving stream will allow the facility to meet its whole effluent toxicity limit. Toxicity testing meant to verify this speculation has been scheduled, but no results are yet available. Regardless of the results of these tests, it is in the town's best interest to identify current sources of toxicity. Identification of these sources will eliminate potbntial problems from them in the future as well as give the town a basis from which to address any subsequent toxicity problems from other sources.
