On April 8, 2021 Division of Water Resources staff persons Caitlin Caudle and Tricia Lowery
conducted a scheduled announced compliance inspection. Fred Thomen, ORC, and Allen Kerns,
Back Up ORC, were present during the inspection of records and the wastewater treatment facility.
Mr. Thomen was present during a review of the irrigation zones. This review of the facility reflects
compliance with the subject permit. The following item of concern was noted:
A. Per Permit Condition 111.6 "the Permittee shall maintain vegetative cover on the irrigation
sites, such that crop health is optimal, allows even effluent distribution, and allows
inspection of the irrigation system." At the time of inspection there were a few large trees
and large branches down in the irrigation zones. Please remove the trees and large
branches to better inspect the system.

Inspection Summary:
On April 8, 2021 DWR staff persons Caitlin Caudle and Tricia Lowery conducted a scheduled announced compliance
inspection. Fred Thomen, ORC, and Allen Kerns, Back Up ORC, were present during the inspection of records and the
facility. Mr. Thomen was present during a review of the irrigation zones.
Ms. Caudle asked that Mr. Thomen send via email the calibration record for irrigation system, residuals removal records for
the grease trap and septic tank, and update the Operations and Maintenance plan with the appropriate NCDEQ contact.
The facility reflects compliance with the subject permit. The following item of concern was noted:

optimal, allows even effluent distribution, and allows inspection of the irrigation system. At the time of inspection there were
a few large trees and large branches down in the irrigation zones. Please remove the trees and large branches to better
inspect the system.
Other Observations:
• Two small leaks were found in the recirculation chamber for the sand filters. One leak was coming from an access portal
on top of the pipe leading to the sand filters, and the other was from a t-coupling pointing downwards on that same pipe.
There is no concern for environmental impacts.
• The drip system was calibrated on March 31, 2020 by Jack Harman. A note was present in the log book.
• 2019 soil samples were not available, but Mr. Thomen had the receipt where the samples were sent to NCDA&CS. The
soil report was later found in PALS.
• Three zones (5, 12, and 14) were noted to have lime recommendations on the Standard Soil Fertility Analysis completed
by the North Carolina Department of Agriculture. Low soil pH was noted during a previous inspection dated January 31, 2018
Please be mindful that vegetative growth can be impacted by aluminum toxicity at pH less than 5. Please continue to
monitor soil pH in all zones closely, and take corrective actions as needed.
• Chlorine tablets with a minimum chlorine availability of 70% were being used.
• A flexible connecting pipe for drip lines in Zone 16 was wrapped around a tree.
• A tree had fallen in Zone 1 and a drip line was passing over the hole created by the root ball.
• Hard pack gravel surrounds the lagoon. The ground around the lagoon is sloped away from the lagoon liner. There was
no clear evidence of erosion.
• A grease trap is part of the system but is not included in the permit description. The grease trap is pumped at the
beginning of the school year by Cheek Environmental.
• Rain is recorded in the morning when the ORC first gets there. Rain is recorded based on weather conditions the day
before up to 12 am.
• There are no pump stations for the system. All influent is gravity fed downslope.
• The septic tank is pumped at least twice a year.
• There was ponding in one corner of a sand filter, but Mr. Thomen remedied the issue while on site.
• The pumps on the recirculating sand filters have audible and visual alarms. The pumps are controlled by a float tree.
• There is a large amount of duckweed in the storage pond, with denser areas that appear to be algal mats.
• The facility has the option to attach a generator to the building housing the irrigation pumps.
