Inspection Summary:
The Division received a call from the Burgaw Town Manager requesting information on how to get the stormwater permit
for Teal Briar Subdivision transferred to the HOA so that the Town could take over the maintenance of the roads. A file
review was conducted and it was discovered that this subdivision was permitted to an LLC managed by Jon Vincent, but
was ,ot listed on the previously created project list for Mr. Vincent.
Prior to transferring this permit to the HOA, the following compliance issues must be addressed:
1. Verify that no lot has exceeded its 3200 sf maximum BUA limit.
2. Certify that the project has been built in accordance with the approved plans.
3. Remove any trees / woody vegetation growing within the swales.
4. Maintain adequate drainage from the flume into the swale. It is not unusual for grass to grow up and over the
downstream lip of the flume, causing runoff to backup onto the street. Routine maintenance should address that.
5. Maintain the perimeter system of drainage ditches.
6. The sidewalks in this subdivision were not integrated with the flume as was depicted on the approved plan, however,
the lack of integration in this case, has not caused a compliance issue. Runoff from the road is still able to get into the
flume and into the swale. Should the sidewalk be completed across the flumes, the approved detail on the approved
plans should be followed to ensure that the sidewalk will not block the flow of runoff into the flume and swale.

are unchanged.
5. The flume entrances to the swales were intended to be integrated into the sidewalk by lowering the
sidewalk across the flume. It aDDears that the sidewalk has not been constructed in several locations
where it would have crossed a flume.

tree/woody vegetation growing in the swale that will need to be removed
7. The perimeter ditches that surround the Droiect are in need of maintenance to restore the 3: 1 side
slopes as depicted on the approved plans and to clear out the trees and woody overgrowth within the
swales and to vegetate the side slopes with permanent vegetation

The current permit cannot be transferred to the Association until the project is deemed to be in
compliance with the Dermit. If the final phases are not constructed it is not possible to make a
determination of compliance. The permittee may need to split uD the permit and put the completed
sections of the subdivision � under ona permit and the undeveloped sections under another permit
