The Town has issued a total of 1117 residential reclaimed irrigation permits for less than 5 acres within the
Twelve Oaks, Trinity Creek, and Hensley Subdivisions. Of those issued permits, 27 were issued or revised
during this reporting period of October 1, 2020 through December 31, 2020. With a majority of the permits
being added at 12 Oaks Phase 10. There was also 1 reclaimed irrigation permits issued within the fourth quarter
reporting period located at Addison Pond Subdivision Development.
There were 0 reportable reclaimed water releases or issues of non-compliance during this reporting period.
No reclaimed bulk users were trained during this quarter, and 0 gallons of bulk usage occurred during the cooler
months of the year.
Inspections were made on the system by the ORC. The following table gives a brief summary of the sampling
conducted during October through December 2020. Reclaimed system sampling was conducted at 5 locations:

Utley Creek WWTP Reclaimed Water Annual Report 2020
The reclaimed water distribution system in the Town of Holly Springs continues to grow in
number of users and length of distribution line that has been installed. A total of 1117 residential reclaimed
permits have been issued for sites of less than 5 total acres of irrigated land. During the past calendar year, most
additional permits have been added at the 12 Oaks Phase 10 and Trinity Creek subdivisions as these are still
being constructed.
The ORC for the reclaimed distribution system remains the same, Brendan Reeser SI1006715 & WW 1008031.
Back-up ORC's include Seann Byrd, S11991556, Terry Foster, S123920, and Casey Denton, SI1007998.
No changes to the reclaimed water permit occurred during this year, Permit No. WQ0032289 is still effective
under the state of North Carolina Department of Environmental Quality. This permit will be effective until its
expiration on December 31, 2021, at which time a new permit will be required. An application for permit
renewal will be submitted no later than June 31, 2021.
Reclaimed water quality is monitored daily at the Utley Creek WWTP for total residual chlorine, pH,
temperature, and fecal coliform bacteria. The same measures of water quality are used during monthly sampling
taken directly at points of use within the distribution system. Zero events of non-compliance occurred during
the calendar year of 2020.
The only change to the production of reclaimed water at Utley Creek WWTP was an upgrade in the motors
feeding the sodium hypochlorite solution for disinfection. Chlorine feed pumps were upgrade from small
diaphragm pumps to larger Micro C pumps to more efficiently deliver disinfection into the water system. All
other storage and production equipment for reclaimed water has remained the same.
The Town of Holly Springs continues to provide safe and affordable reclaimed water to its residential and
commercial users for approved uses detailed in the permit. Our priority is aiding in water conservation by
providing reclaimed water, while incentivizing use with reduced cost of use. Community outreach continues to
be an ongoing task to get the community informed and involved with the conservation efforts of the town.
