The Division of Water Quality issued a Coastal Stormwater Management Permit, Number SW8960627
to The Armada Group for a High Density pond to serve Armada Expansion on 111511998. This permit
expired on 8/14/2006. Section .1003(h) of 15 A NCAC 2H .1000 (the stormwater rules) requires that
applications for permit renewals shall be submitted 180 days prior to the expiration of a permit and must
be accompanied by a processing fee, which is currently set at $420.00. If this is still an active project
please complete and submit the enclosed renewal application in a timely manner. If this project has not
been constructed and a permit is no longer needed, please submit a request to have the permit
rescinded. If you have sold the project, or are no longer the permittee, please provide the name, mailing
address and phone number of the person or entity that is now responsible for this permit. Enclosed is a
form for change of ownership, which should be completed and submitted if the property has changed
hands.
Your permit requires that upon completion of construction and prior to operation of the permitted
treatment units a certification of completion be submitted to the Division from an appropriate designer
for the system installed. This is to certify that the permitted facility has been installed in accordance with
the permit, the approved plans, specifications and supporting documentation. Please include a copy of
the certification with your permit renewal request and processing fee. Enclosed is a copy of a sample
certification. Also enclosed is a new Operation and Maintenance agreement that should be completed
and submitted along with your renewal application.
You should be aware that failure to provide the Designer's Certification and the operation of a
stormwater treatment facility without a valid permit, are violations of NC General Statute 143-215.1 and
may result in appropriate enforcement action including the assessment of civil penalties of up to
$10,000 per day.

Dear Linda,
During your inspection of our premises on 03/11/98, you noted a number of discrepancies
that require resolution. This letter is our response to those items.
Item A. Permit modification for the additional gravel parking areas.
We are in the process of finalizing negotiations to expand our building by 9,600 sq.ft. The
first step in this process will be to obtain a permit modification for the building expansion.
At this time we will include the additional gravel parking areas that were completed
recently.
With your permission, we would like to avoid making two separate permit modifications,
and handle the additional parking areas under the building expansion permit. We expect
to be seeking a permit in May of this year.
For your information, I have checked with Andrew & Kuske and they confirm that our
existing retention pond is large enough to accommodate the additional parking areas. We
do realize however that a permit modification will be required.
Item B. Stabilize Pond slopes with Grass.
This item will be completed by April 10/98.
Items C/D. Trash rack/Outflow pipe
A new trash rack will be installed and the outflow pipe will be cleaned out by April 10/98.
There was a trash rack in place at one time. We believe members of the rescue squad
removed the grate while looking for a missing child recently. Nevertheless, we will
replace the trash rack and clean out the pipe,

Item E. Submit Engineer's Certification
As mentioned above under Item A, we would like, with your permission, to delay
submitting the Engineer's Certification until our building expansion plans are permitted.

ARMADA EXPANSION

PERMIT MODIFICATION NARRATIVE
A&K PROJECT NO. 98216
The proposed stormwater management project is in Brunswick County in the Leland
Industrial Park. The project was previously permitted as a retention pond system. The
drainage area to the stormwater retention pond consists of 6.3 acres, of which 2.56
acres is impervious. This modification is to add 19,492 square feet of building addition
and gravel parking area to the site. The existing pond is adequate to accommodate this
addition with no modification. There are no wetlands on the site and this is noted on
the plans.
Stormwater runoff will be directed to the pond by an existing swale system. The 2-5
day drawdown water will leave the pond through a 1-1/2" orifice and then a 18-inch pipe
to existing ditches.
The stormwater retention pond will designed for 90% TSS removal and will store and
release the 1st one -inch of volume of rainfall within a period of 2 to 5 days. The
stormwater collection system and pond will also be designed for a 10-year storm event.
All necessary erosion control measures are designed in conjunction with the
contributing stormwater runoff and are shown on the plans.

Dear Mr. Norris:
The Wilmington Regional Office received a Stormwater Management Permit Application for The
Armada Project on June 28, 1996. A preliminary review of that information has determined that the
application is not complete. The following information is needed to continue the stormwater review:
1. Please complete Section III of the application form. Original first page returned for your
convenience.
2. The collection swale around the future building appears to be very shallow. Will the depth
of flow associated with the 1" volume be contained within the swale? The existing contours
do not indicate an existing swale, and no proposed grading is shown for the Swale.
3. The pond design does not account for the future expansion, however, it appears that
sufficient surface area and volume have been provided. To save a revision fee of $385.00
you may wish to add the future expansion with this permit. Submit revised calculations and
permit application if this is desired.
4. Dimension the existing building.
5. Only one dimension is shown for the permanent pool. Please add the other.
6. Add the width of the 6:1 vegetated shelf to the detail.
7. The calculations show a 1.5" orifice, but the outlet detail shows a 1". Please revise.
