Paul Wilms Director SUBJECT: Permit No. NC0063029 Authorization to Construct U.S. Marine Corporation -Camp Lejeune Hadnot Point Sewage Treatment Plant Onslow County A letter of request for an Authorization to Construct was received January 12, 1988, by the Division and final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of additions to a 8.0 MGD wastewater treatment facility consisting of a diversion tank, 1,400 linear feet of 30-inch gravity sewer, a 1.9 million gallon equalization lagoon with five (5) floating 15 HP aerators, a 5.76 MGD grit chamber, upgrading of existing pump station to 8 MGD capacity and approximately 1,400 linear feet of 24-inch force main and alternate power source. This Authorization to Construct is issued in accordance with Part III paragraph B of the NPDES Permit No. NC0063029 issued January 30, 1987, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in Permit No. NC0063029. The Permittee must employ a certified wastewater operator in accordance with Part III paragraph C of the referenced permit. The sludge generated from these treatment facilities must be disposed of in accordance with G.S. 143-215.1 and in a manner approvable by the North Carolina Division of Environmental Management. In event the facilities fail to perform satisfactorily in meeting its NPDES permit effluent limits, the permittee shall take such immediate corrective action as may be required by this Division, including the construction of additional wastewater treatment and disposal facilities. Pump-on/pump-off elevations located so that 2-8 pumping cycles may be achieved per hour in the pump station. b. An air relief valve located at all high points along the force main. c. A screened vent for the wet well. d. Fillets located in the wet well at the intersection of the flooring and sidewalls. e. Three (3) feet of cover (minimum) over the force main or the use of ferrous material where three (3) feet cannot be maintained. f. Sufficient devices which will protect the pump station from vandals. g• Flood protection if the pump station is located below the 100-year flood elevation. Any monitoring deemed necessary by the Division of Environmental Management to insure surface and ground water protection will be established and an acceptable sampling reporting schedule shall be followed. The interior surfaces of the lagoon must be lined with a 36-mil thick hypalon liner as specified. Following installation and inspection of the lagoon liner, and prior to the start of waste disposal operations, verification of the liner's compliance with approved specifications and the liner integrity must be provided to the Groundwater Section, North Carolina Division of Environmental Management, P.O. Box 27687, Raleigh, N.C. 27611. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a professional engineer certifying that the permitted facility has been installed in accordance with the approved plans and specifications. Mail the Certification to the Permits and Engineering Unit, P.O. Box 27687, Raleigh, N.C. 27611-7687. Construction of these improvements shall be so scheduled so as not to interrupt service by the existing utilities nor result in an overflow or bypass discharge of wastewater to the surface waters of the State.
