Murray St. Wallace, NC 28466 Subject: Pretreatment Program Development Town of Wallace, NPDES #: NC0003450 Duplin County Dear Mayor Farrior: It is the understanding of the Pretreatment, Emergency Response, and Collection System (PERCS) Unit of the Division of Water Quality that wastewater generated by the Town of Burgaw will be accepted for treatment at the Town of Wallace WWTP #2 beginning in the summer of 2011. The Town of Burgaw has a Division approved Pretreatment Program and accepts industrial wastewater from various Significant Industrial Users (SIUs), including a Categorical Industrial User (CIU). Because Wallace will now be taking Burgaw's wastewater, Wallace must also develop a Pretreatment Program and receive approval by the Division prior to initial discharge from Burgaw into the Town of Wallace WWTP #2. Technical guidance documents on the development of a Division approved Pretreatment Program were sent to the Town's Public Works Director. Development of a Pretreatment Program may take anywhere between three and nine months as all Program elements must be prepared by the Town and submitted to and approved by the Division prior to initial discharge. The Division must also issue a public notice. Sarah Morrison of the PERCS Unit will be available to assist you in Program development and answer any questions you have. You are encouraged to contact her as soon as possible. At this time, the Division requests the following information to be submitted by February 18, 2011: 1) Schedule of events leading up to the start up of Wallace's WWTP and the commencement of transfer of wastewater. 2) Copy of any agreements or procedures between Wallace and Burgaw regarding wastewater services with any sections addressing industrial user wastewater highlighted. The Division does have a copy of the agreement which was signed on October 3, 2005. If applicable, please submit a more current version of this agreement, or any other separate agreements or procedures. 3) Copy of Wallace's current Sewer Use Ordinance. 4) Proposed schedule of submittal of the Pretreatment Program elements required by 15A NCAC 02H .0906 (outlined in the attached Developing Program Guidance).
