Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The entire project area is forested. The project area mostly consists of upland hardwood -pine forest with some wetland areas in the western portion of the site. The site also includes five perennial streams, a walking trail running east -west along the stream depicted in Figure 4 as S1, and a sanitary sewer easement north -south along the streams depicted in Figure 4 as S2, S3, and S4. In the vicinity of the site to the north are the NC State Fairgrounds Campground and The Raleigh School. To the west of the project area are Edwards Mill Road and Autism Society of North Carolina Creative Living. To the east of the project area are Mount Vernon Middle School and a residential development, and to the south of the project area is primarily commercial retail property. Figure 1 depicts the location of the project area on the US Geological Survey (USGS) Clayton and Flowers, NC 7.5- minute quadrangle topographic maps. Figure 2B shows the location of the project area on the Wake County Soil Survey maps. Figure 3 depicts the subject property on an aerial photograph of the area. 4b. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The applicant requested a delineation of surface waters and wetlands prior to designing the site plan to avoid and minimize impacts to these resources. Two road crossings are required to allow the flow of vehicles through site necessary to accommodate the volume of traffic associated with the State Fair and other fairground events. NCDOT required the access road from Chapel Hill Road to line up with the access road on the opposite side of the road for traffic safety making the impacts at Area 3 unavoidable. Mount Vernon Road access to the site will be used exclusively for bus traffic to avoid mixing bus and automobile traffic upon entrance/exit of the lot and to minimize the amount of traffic around Mt. Vernon School. Retaining walls were used to minimize the amount of impact at each crossing. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Additional space at each crossing has been planned to construct the culvert for the crossings in the dry to minimize impacts to water quality. A sediment and Erosion Control Plan for the project is being reviewed and approved by NC Department of Environmental Quality, and the project will comply with the supplementary NPDES Construction Stormwater Permit (NCG010000). 2. McAdams used the attached USFWS Information, Planning and Consultation system (IPaC) - https://ecos.fws.gov/ipac/ and North Carolina Natural Heritage Data Explorer - https://ncnhde.natureserve.org/home to identify protected species that may be affect by the project. Suitable habitat for red cockaded woodpecker was not present on the site. No individuals of Michaux's sumac were observed during a field survey conducted on November 2, 2020. The nearest documented occurrence of bald Eagle is 2.5 miles southeast of the project study area. McAdams did not observe bald eagles or nests with the project area. Therefore, no eagle act permit is required. The site contains several perennial streams that could potentially be suitable habitat for proposed listed and protected aquatic species identified. Please advise if an aquatic survey is required for these species.
