Dear Mr. Turney:
The final plans and specificatbns for the subject project have been reviewed
and found to be satisfactory. Authorization is hereby granted for the construction
of 3.5 MGD wastewater treatment facilities including dual grit chambers, dual extend-
ed aeration basins, dual intermediate clarifiers with return sludge pumping, dual
nitrification basins, dual final clarifiers with return sludge pumping, dual chlori-
nation facilities, dual tertiary filters, post aeration, laboratory and monitoring
facilities, auxiliary power system, aerobic digester, and modifications to the exist-
ing sludge drying beds, primary clarifiers, influent pump station, and to convert the
existing anaerobic digester to aerobic.
This Authorization to Construct shall be subject to revocation unless the waste-
water treatment facilities are constructed in accordance with the conditions and
limitations specified in Permit No. NC0021211.
This is a Class IV Wastewater Treatment Plant which requires the operator in
responsible charge to hold a valid Grade IV Certificate.
One (1) set of approved plans and specifications is being forwarded to the
Environmental Protection Agency. Upon review and approval of the plans and specifi-
cations, the Environmental Protection Agency will advise the City when to advertise
for bids for construction of this project.
