As an alternative to reviewing this document and renewing NPDES Permit No. 000448, the Town of Weaverville requests that it be considered for an MS4 Program waiver and, in support of such a request, provides the following information: 1.As reported by the State Office of Budget and Management the Town’s total populationis currently estimated at 4027.2.There are an estimated 2006 housing units within the jurisdiction of the Townaccording to the five year estimates of the 2019 American Community Survey.These population and housing unit estimates are approximately one-half of the thresholds the I understand that DEQ uses for its MS4 Program. By granting the Town a program waiver until such time as the Town population and housing data indicates a need to comply, DEQ may be able to better allocate its limited resources in order to focus on larger jurisdictions within the MS4 Program and those that have a higher degree of potential pollution. If you need additional information in order to consider and process this waiver request, please let me know and the Town will be happy to comply; otherwise we await your comments on the draft SWMP with the goal of a new approved permit with an effective date of July 1, 2021.
