October Dl2Ol3 Wes Bell Environmental Specialist - Surface Water Protection m[DENR—Mooresville Regional Office 6lOEast Center Ave, Smite3Ol Mooresville, NC28l16 Dear Wes: Per our phone conversation on September 12, 2013, the following is a narrative description of the decommissioning of the Kings Grant WWTP (NPDES NCO032760) which is owned and operated by the official Permittee of the facility Carolina Water Service, inc. of North Carolina ("CWSNC"). The p�ant is located in Gaston County North Carolina. The flow formerly treated arthe Kings Grant plant ls now conveyed tothe Two Rivers Utilities (TRU)collection system via a new gravity main and metering station, The flow is then treated and discharged at TRU's Eagle Road WWTP (NPDES NCO006033). The decommissioning of the plant began after flow was diverted from the plant in mid -June of 2013. [VVS0C sent aletter toK8rMichael Parker atDuVQadvising the Division that the Kings Grant facility was formally of� line and deactivated asofJune 21(attoched). [VV5NCstill owns the collection system and serves customers inKings Grant neighborhood. This project was done via a mutual consent agreement between CWSNC and TRU, The Kings Grant treatment plant area and surrounding property are still owned hyCVVSN[ The remaining liquid waste inthe plant was decanted from the in -ground process tanks and above ground digester tanks to the sewer collection systern and ultimately to the Eagle Road WWTP. Flows to the sewer were limited to no more than 100 gpm and a maximum BOD and TSS of 250 ppm. The remaining solids in the process tanks and digester were hauled away for off -site disposal, All removable equipment and materials vtthe in -ground process tanks were removed from the s4e for salvage or disposal. The above -ground steel digester tanks were removed from the site for salvage. Drainage/anti-flotation holes were punched in the bottorn of the in-grOUnd concrete process tanks. The tank walls were then demolished to three (3) feet below the existing grade, The process tanks were then filled and with compacted earth, The original Kings Grant plant included two polishing ponds located at the easterly portion of the plant site, The ponds allowed for acicli6onal sedimentation of the final effluent from the p:lant, The northerly pond (pond No. 1) was active at the time of decommissioning. The Southerly pond (pond No. 2) was inactive at the time of decommissioning. Pond No, z is approximately sixty (63) feet in diameter with a surface area less than a tenth of an acre. Pond No� 2 is approximately forty (40) feet in diameter with a Surface area less than five -hundredths of an acre. Liquid in each of the ponds was decanted \othe sewer system, For pathogen elimination, lime was added to the remaining solids to raise the pH above 11,5 for a minirnurn of 22 hours. Lab results demonstrating the pH requirement was met are attached, Toxicity Characteristic Leaching Procedure (TCLP or "T-Clip") tests were also performed on samples fron) each of the two ponds, Results from the TCLP test are attached. All parameters on the TCLP were within acceptable ranges with the excepdono/zhereactivesv\hdeforpondwo.l'vvhichmeasured8B9ppm.|coruacedVVesRe||inmid`Avgum/to inquire whether this elevated parameter was an issue. | pointed out that the reactive Sulfide parameter is intended to identify solid waste and is not a parameter required for bio-solid classification. I pointed out that the blo-5olids in the pond were generated by a 100tdo residential neighborhood. Wes stated that he would need to contact the N DENIR Aquifer Protection section concerning the matter and asked if there were any wells in the immediate area. I described the wellhead located approximately six -hundred (600) feet westerly of the ponds and that the wellhead site surface elevation is approximately 15 vertical feet higher than the ponds. Wes contacted nee the following day requesting that we test the ponds for fecal coliforrr and directed nee to a memorandum from Ted t, Bush to Aquifer Protection staff dated June 22, 2012 titled Guidelines for the Closure of Permitted ;Wastewater Ponds and Lagoons. The coliform tests came in well below the limit of 1,000 MPNI,/g. I contacted Wes to discuss the results (coliforrn results attached) and he said he would need to discuss the natter with his section chief and the aquifer protection. Carolina Water Service, Inc. of North Carolina will continue to own and operate the Kings Grant sanitary sewer collection system and retain our customers but we are now receiving bulk sewer treatment from Two Rivers. This arrangement was done with mutual consent. The Kings Grant wastewater treatment plant has not been discharging effluent as of June 21. and the facility has now been decorrurussioned, removed and the site restored to natural conditions. Therefore, we hereby voluntarily and officially request that the NPDES permit he rescinded effective immediately. Carolina Water Service, Inc. ofNorth Carolina will continue to own and operate the Kings Grant sanitary sewer collection system and retain our customers but we will be receiving bulk sewer treatment from Two Rivers. This arrangement was done with mutual consent. The Kings Grant wastewater treatment plant will no longer be discharging effluent as of today and work is now under way to decommission and abandon the treatment plant. We will continue to submit Discharge Monitoring Reports and show "no flow" from today forward until the plant is abandoned at which time we will voluntarily request rescinding of our NPDES permit and a final inspection to confirm the plant has been taken out of service. As requested, our response is as follows. Record Keeping We are not aware of the requirement to document preservation on the Chain of Custody. Please provide the specific regulation so we can be sure to adjust our procedures. This sub- requirement is not even listed in the inspection form under "Is the Chain of Custody complete." The fecal conform bottles have a deehlorination agent in them from the supplier. Does a dechlorination agent qualify as a "preservative The up/down stream reports for August 2006 has been amended and revised. An original and one copy were sent to Central Files on January 8, 2007. Flow Measurement — Effluent We have noted the inspector"s recorrnendation. Aeration basins The diffuser heads were pulled and examined and no problems found. Please note that there are several different types of diffusers (fr:t example, course and fine) and which will exhibit different aeration patterns. Some perform better than others based on the individual characteristics of the plant. Secondary Clarifier ft should be noted that plants perform differently based on many different factors. A generalized sludge blanket level depth may not always be applicable. We will keep the solids PPPirpMareio21,in Lesley February 7, 2007 inventory as low as we can and still maintain plant performance and have noted the inspector's comments. We would ask for a specific quantification of what "excessive solids" in the overflow is. Our discharge permit allows up to 30 mg/1 per day Total Suspended Solids average monthly flow, At permitted flow, this would be 17.5 lb per day. We were not cited to be in violation of this parameter. Aerobic Di -ester The inspector requested copies of invoices for sludge hauling. We are not aware of any requirement to provide invoices and would appreciate specific clarification. Our invoices are processed through Accounting and not easily retrieved. 1 am enclosing a sludge hauling summary which will hopefully, meet your needs. i believe there was a miscommunication of what information was being requested. Disinfection - Tablet The chlorine contact tank was pum-ped out and cleaned on 1/2/07. Effluent Pipe The inspector makes statement of sludge in -the stream. We respectfully contest this. There is another point source pipe directly across the stream from our discharge. This appears to be a stormwater culvert but will assuredly impact the stream at the same location. Our operator made mention to the inspector that the "sediment" she was referencing was also upstream and therefore not from our facility. We find no validity in assessing a Notice of Violation on any of these matters and respectfully request it be rescinded. In numerous recent inspections, Mr. Bell has never mentioned a similar concern and we do not understand the validity of the request. We are contracting with a professional company to perform calibration services, This is done semi-annually — twice the frequency required. The calibration dates are documented. Calibration is done by inspection of the equipment and by instantaneous [and sometimes static] flow measurement comparison. 1 do not see where regulations require any further documentation. We will ask the company to see i` they are agreeable with elaborating on their calibration documentation., but we feel that this request is unnecessary. We must ask that any and all requests or requirements be fairly and consistently applied to all Permittees and all facilities.. The permit for this facility became effective 64/02 and expire on 1/31/05, The review period of the self -monitoring reports includes the requirements of the previously issued permit. RECORDS AND REPORTS: Records and reports consisting of an Operator -in -Responsible Charge (ORC) sign-in/daily operation log, maintenance logs, calibration data, process control data, sludge records, monthly monitoring reports, laboratory analyses reports, and chain of custody forms were reviewed at the time of the inspection. The records were well maintained and accessible. FACILITY SITE REVIEW/OPERATIONS & MAINTENANCE At the time of inspection all treatment units were operating properly and the -facility appeared to be well maintained. A net was Observed covering the bar screen and each train to prevent leaves, debris, etc. from inhibiting the treatment process. The mixed liquor appeared to be well -mixed and adequately oxygenated. A thirty -minute settleability test was performed on each aeration basin (41 and #2). The values for the #1 and #2 aeration basins were 690 ml/L and 690 ml/L with clear supem.ates. Screenings are disposed at the county landfill. The ORC was very knowledgeable of the treatment processes and equipment used at the facility. The process control program consists of dissolved oxygen, settleability, centrifuge, MLVSS, MLSS, and sludge blanket measurements. Sludge Wasting is based on the settleability tests. The facility is staffed with one Grade II ORC. A certified back-up operator has been designated and is available when the ORC is unable to visit the facility. LABORATORY: Prism Laboratories, Inc. (Certification 4402) of Charlotte, N.C. has been contracted to provide analytical support. The laboratory was not evaluated during this inspection. The facility has received a laboratory certification from the Division's Laboratory Certification Unit to perform on -site field analyses. The TRC and DO meters and thermometer appeared to be properly calibrated. The ORC currently standardizes with the 7 and 10 buffers and also performs a third standard check with the 10 buffer. The pH meter (Thermo Orion 21 OA+) can only be standardized in either the 4 to 7 range or the 7 to 10 range; however, the meter has problems measuring a buffer (as a check) outside of these ranges within +/- 0.1 unit. The manufacturer has indicated that this meter is not designed to read concentrations outside of these ranges within the accuracy requirements. Mr. Chet Whiting (Division's Laboratory Certification Unit) has been notified and will provide guidance to the Division and facility staffs. Kings Grant Subdivision WWTP Page Three LABORATORY ont'd: The ORC must insure that all calibration times are documented to verify that the meters are calibrated prior to effluent analyses. EFFLUENT/RECEIVING WATERS The effluent discharge was clear with no floatable solids or foam. The facility discharges into an unnamed tributary to Duharts Creek, which is a WS-V water in the Catawba River Basin. The receiving water did not appear to be negatively impacted by the dischkrge. The outfall was well maintained and accessible. A review of the DMRs have indicated numerous TRC values in excess of 28,ug/l. Be aware that a stream action level of 17 Azgill has been established for total residual chlorine for chronic toxicity effects. An action level of 28 i2g/1 has been set as the maximum allowable effluent concentration to protect the receiving stream against acute toxicity effects. Please maintain the total residual chlorine concentration as low as possible, while still complying with fecal coliform limits. SELF -MONITORING PROGRAM: Self -monitoring reports were reviewed for the period August 2001 through July 2002, inclusive. A daily maximum BOD violation was reported on May 23, 2002. This violation has been previously addressed by the issuance of a NOV/civil penalty assessment. No upstream and downstream fecal coliform, conductivity, and dissolved oxygen were reported for the entire month of April 2001. The inspection verified that all instream parameters were collected and analyzed; therefore, an amended DMR should be resubmitted to the Division. The facility was not visited and the effluent temperature was not reported on July 5, 2002. All remaining monitoring frequencies were correct. Composite samples are collected flow proportionately. Samples appeared to be properly preserved and meet the required holding times. The upstream and downstream sampling locations are consistent with peiinit requirements. FLOW MEASUREMENT: Flow is measured continuously by a Stevens cable type flow meter with totalizer and strip chart recording. The flow meter was last calibrated on 6/6/02 by ISI Instrumentation Services, Inc. of Charlotte. N.C. The flow meter is calibrated on a bi-annual basis. This office requests (for future calibrations) that the contracted company document a comparison of an instantaneous flow measurement to the flow meter's recorded flow rate to verify that the flow meter's accuracy is within 10% of the actual discharge. Carolina Water Service, Inc. should incorporate this documentation with all existing facilities that utilize continuous flow measurement devices. SLUDGE DISPOSAL: Sludge is removed by Bio Tech, Inc. of West Columbia, S.C. and transported to a S.C. wastewater facility. Kings Grant Subdivision WWTP Page Four SEWER OVERFLOW: Please be advised that pursuant to Part 11, Section E of your NPDES permit, and North Carolina Administrative Code (NCAC) 15A 2B .0506 (a)(2), any failure of a collection system, pumping station or treatment facility resulting in a bypass without treatment of all or any portion of the wastewater shall be reported to the central office or the appropriate regional office (Mooresville Regional Office 704-663-1699) as soon as possible but no later than 24 hours from the time the permittee became aware of the bypass. Overflows and spills occurring outside normal business hours may also be reported to the Division's Emergency Response personnel at 800-662-7956, 800-858- 0368, or 919-733-3300. A written report shall also be provided within five (5) days of the time of the incident. The report shall contain a description of the bypass, and its cause: the period of the bypass, including exact dates and times, and if the bypass has not been corrected, the anticipated time it is expected to continue; and steps taken (or planned) to reduce, eliminate, and prevent recurrence of 'the similar events. Any spill that reaches surface waters (i.e. any spill that reaches any water already present in a conveyance, stream, ditch, etc...) or any spill greater than 1,000 gallons on the ground that does not reach surface waters must be reported. An adequate spill response for those spills reaching surface waters should include an evaluation downstream of the point at which the spill entered surface waters to determine if a fish kill occurred. The evaluation should also include the collection of upstream dissolved oxygen and pH measurements for background information and dissolved oxygen and pH measurements at multiple points downstream of the entry point to document any negative impact. Failure to report the bypass of collection system, pumping station or treatment facility subjects violators to penalties of up to $25,000.00 per day per violation.
