Turner Jr PE (Florence &Hutcheson) Randy Henegar PE (NCDOT Hydraulics Unit) ROADWAY DESCRIPTION The project consists of construction of a new 145 feet long 21 PCCS bridge (1 @ 35 2 @ 55 ) to replace the existing 104 feet long bridge #12 on SR 1112 over Fishing Creek The total project length is 0 13 miles The project is located in the Tar Pamlico River Basin The project drainage system consists of grass shoulders grated inlets with associated pipes and rip rap pad at the pipe outfall Jurisdictional Streams Fishing Creek ENVIRONMENTAL DESCRIPTION The project is located within the Tar Pamlico River Basin in Person County The stream is classified as Class C NSW Storm water impacts to the stream have been minimized by utilizing sheet flow on grass shoulders along the roadway and using rip rap pad through compliance with Buffer Rules to diffuse flow through buffer before entering the stream The existing drainage patterns have been maintained with the hydraulic design of the project BEST MANAGEMENT PRACTICES AND MAJOR STRUCTURES The primary goal of Best Management Practices (BMPs) is to prevent degradation of the states surface waters by the location construction and operation of the highway system The BMPs are activities practices and procedures taken to prevent or reduce stormwater pollution The BMP measures used on this project to reduce stormwater impacts are Sheet flow on grass shoulders along the roadway This will promote infiltration and filtration of pavement runoff by directing sheet flow over grassed shoulder slopes Compliance with Buffer Rules to diffuse flow NE quadrant Proposed roadway is in fill section and no proposed ditch (concentrated flow) is expected through buffer Pipe outlet protection with class B rip rap will be used to dissipate energy and diffuse flow from bridge stormwater outlet at 14+99 RT to provide a non erosive sheet flow to the outfall area with Q10=0 60 cfs and V 10=0 37 fps This will provide approximately 30 of sheet flow before entering the buffer Preformed Scour Hole cannot be used at this location because the slope of the ground downgrade is 5 0% (too steep) NW quadrant Proposed roadway is in fill section and no proposed ditch or storm drain outlet (concentrated flow) is expected through buffer Thus sheet flow will be provided through buffer SE quadrant Proposed roadway is in fill section and no proposed ditch (concentrated flow) is expected through buffer Pipe outlet protection with class B rip rap will be used to dissipate energy and diffuse flow from bridge stormwater outlet at 12+55 RT to provide
