City of Belmont Illicit Discharge Connection Investigation Form Reported By: Drew Blackwood Contact # 704-747-3121 Date Reported: 9-22-20 Voice Mail left on Hotline Date and Time Discharge Discovered: 3:09pm 9-22-20 Nature and Location of Discharge: Citizen at 1004 Belmont Village Dr reports neighbor at 1000 Belmont Village Dr is parking his/her vehicle in front of his house and vehicle is leaking oil/fluids onto street. Property Owner: Adam and Amy Baker at 1000 Belmont Village - Belmont Village Dr is a City Street Responsible Party: Adam and Amy Baker Additional Information to assist in the investigation: Per discussion with Code Enforcement this was initially reported 9-18-20 as leaking vehicle parked in street in front of house. There are no "NO Parking This Side of Street" signs posted and citizens are allowed to park on the public street. Told him he can place a drain pan/tray or absorbent pads under the leaking vehicle to keep leaking fluids from Determine Enforcement Action x staining garage/driveway and prevent pollution to waterways. Told him we would send a follow up letter/NOV with discussed information, citing the ordinance, and solutions to prevent pollution for leaking vehicles. MAIN STREET POST OFFICE SOX 431 BELM©NT, N.C. 28012 PHONE (704) 825-5586 Ref: Notice of Violation - Illicit Discharge to Stormwater System It has been reported to City Staff that a vehicle you, or your household, own is parked on Belmont Village Dr and is leaking automotive fluid onto the street. Upon investigation on 9-28-20 City Staff observed spotting and accumulation of automotive fluids under the vehicle. Please be advised that oil, anti -freeze, and automotive fluids are defined as pollutants by the City of Belmont's Illicit Discharge Detection and Elimination Ordinance, and because the city street is a stormwater conveyance, this leak constitutes an illicit discharge. Though the amount of automotive fluid found on the street under the vehicle is moderate, over time the accumulation from repeated parking increases the potential for residual runoff. Per the City of Belmont's Illicit Discharge Detection and Elimination Ordinance, an illicit discharge is any direct or indirect non-stormwater discharge(s) to the storm drain system and per Section 7 "No person shall cause or allow the discharge, emission, disposal, pouring, or pumping directly or indirectly to any stormwater conveyance, the waters of the State, or upon the land in manner and amount that the substance is likely to reach a stormwater conveyance or the waters of the State, any liquid, solid, gas, or substance, other than stormwater." Please note that fines may be assessed for future violations. Please begin parking the vehicle in your garage or driveway until you have repaired the leak_ If you are concerned about the leak staining your garage floor or driveway you cann place a drain pan/tray and/or absorbent pads under the vehicle to catch and contain the leaking fluids. Both of these products are available at Lowe's Home Improvement stares, and they are an inexpensive means of preventing pollution and keeping your garage and driveway clean.
