Proiect Summary: The applicant wishes to construct boat ramps with vinyl groins, a floating staging dock, a fishing pier, a parking lot, and a vinyl bulkhead for public use. Field Investigation Report: Cowpen banding Pate 2 9. Narrative Description: This is a public boat launch area located off of River Road near Vanceboro, Craven County. The project address is 1199 Cowpen Landing Road (SR 1441). The property is 1.454 acres and is adjacent to the Neuse River. The adjacent properties are undeveloped. The lot has approximately 390' of shoreline along the Neuse River. The site is currently being used as a local public boat launch area at the end of Cowpen Landing Road. There is an asphalt cul -de -sac that is utilized as a trailer turn - around, and a gravel parking area to the east. This makes up 27,125 square feet of total impervious surface area on the property. There is a dilapidated concrete boat ramp with two deteriorating staging docks along the sides of the ramp for accessing the Neuse River. There is also a failing wooden bulkhead on the east side of the existing boat ramp. The average elevation of the high ground of the parcel is +4.5' above the normal water level (nwl). Vegetation on this particular tract is mainly comprised of trees and Section 404 Wetland areas along the property boundaries. There is not a defined Federal Channel in this area of the Neuse River; however there is an existing "No Wake Zone" encompassing a 50 yard radius around the boat ramp area. Offshore water depths adjacent to the tract range from about —1' to —14' nwl. This waterbody is approximately 395' across at this location. This location is a part of the Neuse River basin. It is subject to wind driven tides and low energy wave action due to its sinuosity and such a narrow fetch. These Public Trust Waters of the Neuse River are not classified as a Primary Nursery Area and there is no submerged aquatic vegetation present. These waters are classified as Inland Fishing Waters. This area is closed to shellfish harvest and is classified as C; Sw, Nutrient Sensitive Waters. There are no Coastal Wetlands in the proposed project area. This substrate is firm without shell. 10. Proposed Development: The applicant wishes to upgrade and expand this boat launch access for continued public use. The applicant wishes to construct two new boat ramps separated by a staging dock and the ramps will have vinyl groins running down the sides to enforce the structural integrity of the ramps. The applicant also wishes to re -build and expand the damaged bulkhead, and construct a public fishing pier. The applicant is proposing to asphalt over the gravel parking area and define the parking spaces that it can accommodate. The proposed asphalt parking lot will accommodate 24 vehicles along the eastern side of the project area. This construction activity will take place mainly on high ground. However, four of the parking spaces are proposed to impact Section 404 Wetlands just east of the center of the project area. A vinyl bulkhead is proposed landward of the normal water level (nwl). This 168' long bulkhead will begin near the southeastern property corner and run parallel to the shoreline in a northwesterly direction. Brad Connell September 24, 2012 Morehead City s Field Investigation Report: Cowpen Landing Page 3 The proposed fishing pier will begin near the center of the vinyl bulkhead, terminating at a "T" platform in the Neuse River. The dock will be 8' wide and 48' long. The platform will be 8' wide and 40' long. The "T" platform will be utilized for passive recreational fishing access to the Meuse River. There will not be any boat docking allowed as hand rails will encompass this floating structure. The water depth at this platform is -11' nwl. The new boat ramps that are proposed will be in the same general location of the existing boat ramp. The boat ramps will run parallel to each other, separated by an 8' by 80' floating staging dock. Each ramp will be 15' wide and 120' long. At the landward end of the ramps, there will be a 20' by 40' concrete approach apron. The boat ramps will extend approximately 80' waterward of the shoreline, terminating at the A 1.0' depth contour. On the outside edges of the ramps, there are two vinyl groins proposed. The groins will run parallel with the ramps and perpendicular to the shoreline. Each groin is 75' long and will have a 2" vertical gap along every 2 feet in order to minimize any disruption to water flow. The western most groin will extend 45' waterward of the nwl, and the eastern most groin will extend 25' waterward of the nwl. The groins will follow the top of the ramp's elevation, making them 4.8' above the nwl at their waterward end. 11. Anticipated Impacts: The vinyl bulkhead will be sited landward of the nwl within the Public Trust Shoreline AEC. Approximately 27,095 square feet of high ground and 915 square feet of Section 404 Wetlands will be graded and filled as a result of this proposal to reconstruct the parking lot. The proposed boat ramps will fill 2,850 square feet of firm bottom substrate in the Neuse River. It is unclear as to the purpose or need of having the ramps extend so deep and so far waterward at this particular location. Due to the higher flow velocity in this portion of the Neuse River, the proposed groins and their 2" gaps designed below the nwl are not expected to significantly degrade the flushing in the system, or create any stagnant water. The floating staging dock along with the fishing pier will shade 1,104 square feet of Public Trust Waters. There should not be any impact to navigation along this section of shoreline. The existing "No Wake Zone" around the boat ramp will be re- established by placing two new "No Wake" buoys. It is anticipated that there will be temporary, but elevated turbidity levels during the course of construction. Storm water will flow through a vegetative buffer at a more gradual slope, thus improving the existing storm water conditions on site. The impervious surface within the AEC will increase slightly due to the increased width of the ramps. The existing earthen parking area will be replaced with a defined asphalt parking lot. The waters of the Neuse River are classified as C; Sw, Nutrient Sensitive Waters at this location and are not designated as a Primary Nursery Area. These waters are closed to the harvest of shellfish and there are no beds of submerged aquatic vegetation present. This proposal is subject to the NCDWQ Neuse River Basin Riparian Buffer Rules. Wildlife Resources Commission Narrative for the proposed renovation at the NCWRC Cowpen Landing Access Area The Cowpen Landing Boating Access Area is a site at the terminus of Cowpen Landing Road west of Vanceboro, purchased by Craven County for use as a public water access site. The original use of the site was a launch facility with park amenities such as picnic tables and a grill. As the site has been in a state of disrepair for many years, the NCWRC would now like to bring the site up to current standards, which would involve replacing or removing all pieces of infrastructure at the site with the exception of the current asphalt cul -de -sac. Current land surrounding the project area is developed with residential dwellings to the north, an undeveloped lot to the west, and forestry area to the east of the property that is currently undeveloped. As of now, the site is a lot with a failing bulkhead and docks which do not meet any ADA standards, and a cracked and deteriorating ramp, and poorly delineated parking. The North Carolina Wildlife Resources Commission (WRC) will provide design and construction services for the renovation of the public access facility. The proposed boating access area will include two single slab single lane concrete boat ramps with concrete apron, two vinyl sheet pile retaining wall/breakwaters, one floating dock to be used for boarding, one bulkhead along the front of the property to prevent further erosion and deterioration, and a public fishing pier. Also included will be an upland paved parking area, with spaces designated for the fishing pier. There will be 15 regular "vehicle with trailer" parking spaces, 1 ADA "vehicle with trailer" parking space, and 8 single car parking spaces, including 2 ADA spaces, for the fishing pier. The project is proposed to be a redevelopment project under current stormwater rules, so no BMP structures are proposed. The impervious area will be consolidated and made smaller which should be an overall benefit to the site. Any stormwater will have to sheet flow across the site, and the parking lot will be graded so that the upper half of the impervious area is directed to sheet flow through a natural infiltration area before flowing through a vegetated filter buffer towards the river. Boat ramps:- -Two single lane 17' x 120' reinforced concrete boat ramps will be constructed. 15' will be open for use with the other 2' being placed for the floating dock to rest on. Due to the existing ramp and bulkhead, there will be minimal excavation for the ramp. The majority of the construction will be fill to bring the ramp to proper grade. Maximum top of ramp depth will be reached at the proposed end of ramp and it will not exceed approximately 10.9' below NLW. Substrate beyond maximum foundation depth will not be disturbed. All dredged material will be placed in a temporary dewatering area on site, surrounded by silt fence, until it is sufficiently dry to allow for transport to the high ground spoil site or spread on site. Any fill brought in will come from on site spoil materials generated by the grading of the parking lot, and rock and asphalt sourced from local quarries and contractors. The placement of erosion control stone beneath the boat ramp will provide hard substrate not presently available in the project area. These areas may be colonized to some extent by various aquatic organisms tolerant of the characteristics of the altered habitat. Small fish species may also utilize the stone rip -rap as cover from predators. Breakwaters and Bulkheads: -- Wood pile and vinyl walls will be constructed adjacent to the concrete ramps, and along the shoreline to minimize erosion and provide for an ADA accessible entrance to the proposed fishing pier. On the east side, there will be approximately 75' of breakwater, and 168' of bulkhead. On the west side, there will be approximately 75' of breakwater. On the breakwater, there will be 2" slots will be cut every 2' from where the existing bottom meets the wall to NWL to allow for fish and other animal passage. Pier: - -One 60' x 8' floating wooden pier will be constructed between the breakwaters, in between the two ramps. The pier will be used to assist with the launching and retrieving of boats. A minimum of one handicapped railing will be attached to aid both boaters with disabilities and the general public. There will also be a 40' long T dock with a 40' T to be used for public fishing. This dock will have railing around its entire length and will have drop downs in the rails to allow for ADA access. Channel Markers and No -Wake Zone: -- The existing no wake zone will remain, and a new buoy will be placed. This marker will be maintained a minimum of twice a year and as necessary by NCWRC employees. The objective of the proposed project is to provide a facility that will enhance public access to the waters of the area. There will be an overall reduction of impervious area over the site. The design was based on adequate launch and retrieval methods that would cause a minimum of congestion and wait times. The proposed activities are intended to bring an existing facility in disrepair back to within acceptable design standards that conform to current ADA guidelines and that all of the public can enjoy. Benefits from the access area include increased public recreational opportunity on the Neuse River. Use of the access area will benefit the local economy as fishermen and recreational boaters patronize commercial businesses in the vicinity of the project area. Finally, there is very limited public access in the area, and the WRC has partnered with Craven County in managing the property with the main intent of preserving public access to the water. The location of this site coupled with the intent serves an important public access need, and the design was based on minimizing impacts and creating a fairly sustainable, low maintenance facility that can provide years of service for minimal cost to the public, while helping to balance the ever shrinking accessibility to the water to the ever increasing number of boaters and outdoor water enthusiasts.
