Instream Monitoring Data
On April 26, 1989, Technical Support received a WLA request
for renewal of the Old Dock Elementary School NPDES permit. The
existing permit requirements for this facility include instream
monitoring for temperature, dissolved oxygen, and fecal coliform.
Central Files has not received any instream data for this facil-
ity. This data is necessary to evaluate the impact of the dis-
charge on the receiving water. Furthermore, the noncompliant
nature of this facility stresses the importance for them to
adhere to these monitoring requirements in order to assess the
existing impact on the stream.

Dear Mr. Tyler:
On March 6, 1989, Messrs. Donald Safrit, and Ed Beck of this
office met with you to discuss resolution of the current
non -compliant condition of the treatment facilities serving eight
of the County's schools. It is understood that an engineering
consultant has been employed to evaluate the alternatives for
achieving compliance. It was also determined that the school
board will request entrance into a Special Order by Consent which
will contain interim effluent limitations and construction
schedules that are reasonable to allow construction of adequate
facilities or other feasible alternatives.
As discussed in the meeting, alternatives which allow
elimination of the discharge to surface waters should be most
diligently pursued. If a reasonable non -discharge alternative -
can not be found for any- of the schools, then the treatment
facilities must be upgraded to meet final effluent limits of 5
mg/1 BOD and 2 mg/1 Ammonia.
A time period of sixtywas
60 ( } days y requested for submittal
of a preliminary engineering proposal. While this appears to be
a reasonable time period, I feel that progress toward entrance
into an Ordier should proceed without delay. A date for submittal
of the engineering proposal can be included in an Order.

You should begin immediately to draft a schedule of actions
to be taken to achieve compliance. Within 30 days following
receipt of this letter, please submit a request for entrance into
a Special Order by Consent. Mr. Safrit and Mr. Beck will be
willing to work with you and answer any questions you may have.
