Mecklenburg County
Staff of the Mooresville Regional Office (MRO) conducted a compliance inspection at
the referenced facility on December 15th, 2020 as part of the Reclaimed Water permit
renewal. A residuals inspection was also conducted as part of the WQ0000057 permit.
Separate inspection reports will be sent for each permit.
The MRO would like to thank Donna Duckworth, Jean Creech, Garrett Smith and
Maggie Macomber for their time during the inspections.
The reclaimed system is currently not functional. Repairs and equipment maintenance
will need to be addressed prior to use. MRO staff noted the following items during the
site visit and has requested our Central Office (CO) staff highlight these items in the
permit renewal:
• The Reclaimed Water pump was removed for maintenance with no current time
line for replacement.
• The in -line turbidity meter cannot be calibrated without flow and it is uncertain if
the meter is functional or will need replacement.
• There is no in -line flow meter present at the bulk fill station. A calibrated flow
meter will need to be installed prior to use.
• The MRO is to be contacted for a pre -use inspection prior to restarting the bulk
reclaimed system.
• The permit renewal is currently in process with our CO staff. Questions specific
to the renewal may be directed to Lauren.Plummer@ncdenr.gov, our permit
writer assigned to your project.

The MRO recognizes the Bulk Reclaimed permit is retained for an emergency use
during times of drought, but steps will need to be taken for this system to be compliant
prior to use. Charlotte Water has the option to request a permit rescission should they
determine this permit is no longer necessary.

Inspection Summary:
Staff of the Mooresville Regional Office (MRO) conducted a compliance inspection at the referenced facility on December

Comment: The pump to Bulk fill station was removed for repair with no time line for replacement. MRO staff
is aware this Reclaimed Water permit is maintained as an emergency use for drought
conditions. A pre -use inspection will be required prior to restarting this system for verification the
pump and instrument items noted in the summary tab are functional.

Comment: MRO staff only viewed the WTP effluent discharge from the plant, as that is where the water for
the reclaimed system is pumped (prior to dechlorination) to the adjacent bulk fill station. This
faciility does retain a Risk Management Plan for the > 2500 Ibs of Chlorine stored on -site. That
information can be obtained ing previous BIMS NPDES reports.
